SUBJECT: E09-065 -Consultant Services -City-Wide Sanitary Sewer System
Capacity Study
RECOMMENDATION:
That Expression of Interest E09-065, Consultant Services -City-Wide Sanitary Sewer System
Capacity Study, be awarded to AECOM Canada Ltd., Kitchener at their estimated fee of
$286,902., including a contingency of $24,840. and G.S.T., based on a satisfactory contract
being negotiated and an upset fee being established, and further that the Mayor and City Clerk
be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
The goal of this study is to develop a GIS mappable, queryable, dynamic flow model, and
functional capacity analysis identifying any areas of concern in the City Of Kitchener's current
735 km sanitary sewer network. Included is the ability to run future development and population
scenarios in support of master planning to accommodate future city growth. Incidental is the
analysis of City Of Kitchener's design flow criteria. The results of this consultant effort will
greatly support the analytical endeavours of DTS-Engineering, DTS-Planning, and the
maintenance efforts of CSD-Operations.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional ServiceslConsultants, a Consultant's Review Committee was established
consisting of G. McTaggart, Manager, Infrastructure Asset Planning, B. Korah, Manager
Development Engineering, J. Prince, Design & Construction Engineer, D. Lupsa, Engineering
Technologist, J. Harrison, Infrastructure Analyst, and L. Gordon, Chief Purchasing Officer.

Expressions of interest were advertised in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System relative to
this project. Documents were downloaded by thirteen (13) interested parties. By the closing
date of Wednesday July 29t", 2009, five (5) responses had been received.
The Review Committee met on Friday August 7th, 2009 to review the submissions. A shortlist of
three (3) consultants was selected for further interviews.
The Review Committee met on Friday August 14t" to interview the shortlisted candidates. The
Committee elected to award the project to AECOM Canada Ltd., Kitchener.
