That an all-way stop be installed at the intersection of Perth Road and South Drive; and further, 2. That an all-way stop be installed at the intersection of Perth Road and Pleasant Avenue; and further, 3. That the Uniform Traffic Control By-law be amended accordingly. BACKGROUND: Transportation Planning has received numerous requests to review traffic controls within the St. Marys Hospital Community, particularly at the intersections of Perth Road and South Drive, and Perth Road and Pleasant Avenue. At the present time, South Drive and Pleasant Avenue are through roadways, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. The speed limit on South Drive, Perth Road and Pleasant Avenue is 50 km/h, the uniform speed limit for urban roadways. REPORT: According to the City of Kitchener's Official Plan, Pleasant Avenue is considered a minor collector roadway, while both Perth Road and South Drive are considered local roadways. The function of a minor collector roadway is to collect and distribute traffic between local streets, other collector roadways and the arterial road network, with the primary purpose being to carry through traffic between neighbourhoods. Pleasant Avenue is one of the primary roadways within the community, providing a link to Stirling Avenue and Homer Watson Boulevard, as well as St. Marys Hospital and Queen's Boulevard for many of the residents. Furthermore, South Drive is an extension of Belmont Avenue East. Due to the convenient link between Queen's Boulevard and Stirling Avenue that is provided by the street network within this neighbourhood, Perth Road experiences higher than expected volumes. Based on existing traffic volumes, along with the typical trip generation rates of single family houses, it i-i has been estimated that 90% of the traffic on Perth road can be considered through traffic. These increased traffic volumes have certainly contributed to the requests that we received regarding traffic control at these two intersections. In response to the requests, a traffic study was conducted for the intersection of Perth Road and South Drive on October 8, 2008, and Perth Road and Pleasant Avenue on October 29, 2008. The results of both traffic studies were then compared to the City of Kitchener all-way stop warrant, which is a set of guidelines based on the all-way stop warrants established by the Institute of Transportation Engineers (ITE) and the Ministry of Transportation. YES 1-2 As indicated, all-way stops are warranted based on the volume and split analysis fora 3 leg, (`T') intersection of Perth Road and South Drive and for Perth Road and Pleasant Avenue. Based on these warrants being met, the intersection should function properly under all-way stop conditions. It should be noted that Perth Road has been identified a formal traffic calming review in 2009-2010. The impacts of these proposed all-way stops will be considered through the review. FINANCIAL IMPLICATIONS: The approximate cost for the installation of the all-way stops at both Perth Road and South Drive. and Perth Road and Pleasant Avenue and to appropriately sign the roadway is $2500, including materials and installation and will be taken from the existing sign maintenance budget.
