DOON SOUTH SANITARY PUMPING STATION AND
FORCEMAIN -CLASS ENVIRONMENTAL STUDY REPORT
RECOMMENDATION:
THAT the Doon South Sanitary Pumping Station and Forcemain Environmental Study
Report (ESR) prepared by Aecom Canada Ltd., dated September 2009 be received; and
further;
That the Doon South Sanitary Pumping Station and Forcemain Environmental Study
Report (ESR) be filed with the Ontario Ministry of the Environment for the mandatory
thirty (30) day review period as required by the Environmental Assessment Act.
BACKGROUND INFORMATION
The City of Kitchener is responsible for operating and maintaining the sanitary sewer networks
and pumping stations within its boundaries. The City's 2004 and 2009 Development Charge
Background studies had identified the need to establish new sanitary sewer pumping station(s),
trunk sewer(s) and forcemain(s) to provide wastewater servicing for the Doon South Community
Planning area. Therefore, it must be ensured that the required improvements are completed in a
timely and efficient manner.
In June 2008, the City retained Earth Tech Canada Inc., currently known as Aecom Canada Ltd.
to complete a Schedule "B" Class Environmental Assessment (EA) in order to identify a
preferred solution to support the development within Doon South Community Planning area.
The City is currently undertaking the Schedule "B" Class EA in accordance with Municipal
Engineers Association document, October 2000, as amended in 2007. The Class EA process
included consultation with the public, agencies and stakeholders through the issuance of a
Notice of Commencement, the development and regular updating of a contact list and two
Public Information Centres (PIC) to present the findings and receive comments.

REPORT:
In order to support the development of the Doon South Community Planning area a means of
delivering their sanitary wastewater to the Kitchener Wastewater Treatment Plant had to be
identified.
Thus City initiated a Schedule B Class EA to consider the following:
• Consider various short term and long term options for the servicing of the subject lands
• Number of pumping stations required
• General location of the pumping station(s)
• Alignment of the forcemain(s)
Upgrades needed downstream of the sanitary system in order to optimize the existing
system
Upgrade the existing pumping stations to accommodate the development
During the Class EA process the following options were evaluated, with technical, natural
environmental, social, heritage and economic aspects being considered:
Alternative 1 - Do Nothing
The Do Nothing alternative is a standard consideration for all Class EA projects where the
existing conditions are left as is, and no further analysis or work is done.
Alternative 2 -All new flows directly to the Schneider Trunk Sanitary Sewer
This option consists of a recommendation for:
- building the Doon South Pumping Station (PS) and forcemain
- all new flows from the subject lands being directed to the proposed Doon South PS
pumped through the proposed forcemain to the Schneider Trunk Sanitary Sewer directly
Alternative 3-1
This option consists of a recommendation for:
- the upgrading of the Homer Watson PS to accommodate gravity flows from area Al
- building the Doon South PS and forcemain
- flows from A2, A3 and A4 goes to Doon South PS in the short term and A6 in the long
term
- all flows from the Doon South outlet to Schneider Trunk Sanitary Sewer
Alternative 3-2
This option consists of a recommendation for:
- the upgrading of the Homer Watson PS for ultimate design flows
- area Al would go to Homer Watson PS by gravity
- build Doon South PS with a holding tank and forcemain
- all flows from A2, A3 and A4 goes to Homer Watson PS during low flow periods in the
short term and A6 in the long term
Alternative 4-1
This option consists of a recommendation for:
- the upgrading of the Homer Watson PS to it's rated capacity of 309E/s
- build Doon South PS and forcemain
- area Al would go to Homer Watson PS by gravity and flows from area A2 and A3 would
be pumped from the Doon South PS

- all flows from A2, A3, A4 and A6 goes to Doon South PS and then to to Schneider
Trunk Sanitary Sewer
Alternative 4-2
This option consists of a recommendation for:
- the upgrading of the Homer Watson PS to it's rated capacity of 309E/s
- build Doon South PS with a holding tank
- area Al would go to Homer Watson PS by gravity and flows from area A2 and A3 would
be pumped from the Doon South PS
- flows from A4 and A6 would be pumped to Homer Watson PS during the low flow
periods
For each of the alternatives above, two general areas for the location of the Doon South PS
were considered:
Option A -Close to New Dundee Rd and Dodge Dr
Option B -Close to New Dundee Rd and Thomas Slee Dr
After evaluating the options above, the project team intends to pursue the approval of
Alternative 4-1 Option B as the ultimate solution to service the subject lands (see attached
map). This alternative also involves the upgrades of the Homer Watson PS including the
addition of an emergency storage tank.
FINANCIAL IMPLICATIONS:
This project was identified in the City's 2004 and 2009 Development Charge Background
studies and is required to support the development of the Doon South Community Planning
area. The estimated cost for the preferred Alternative 4-1 Option B would be approximately
$21,728,000.00 which includes uupgrades to the Homer Watson PS.
COMMUNICATIONS:
As part of the Class EA process Notices of study commencement (September 19, 2008) and
Notice of public information centres were published in the newspaper, The Record. Two public
information centres (PICs) were conducted. The 1St PIC was on February 11, 2009 where study
findings were presented and comments from the public and agencies were obtained. The 2nd
PIC was on June 23, 2009 and the following details were presented at the PICs:
• Class EA process
• Background
• Purpose statement
• Alternative solutions
• Evaluation criteria of Alternative solutions
• Preferred alternative
• Cost estimate
• Project Schedule
• Next steps
• Frequently asked Questions with regards to the EA process and how the public can
involved with the process
• Comment Sheet

In addition to these notices a number of meetings were held with the developers and
stakeholders to discuss various alternatives and their concerns.
CONCLUSION:
The completion of the Doon South Pumping Station and Forcemain ESR has established a
preferred alternative to provide sanitary services to the Doon South Community Planning area.
The preferred alternative, as shown on Figure 5.6 (attached), includes the location of a gravity
sewer system from the south west side of the City to the Doon South Pumping Station, located
close to the New Dundee and Thomas Slee road intersection, and a sanitary forcemain routing
along New Dundee road to Homer Watson Boulevard, continuing along Homer Watson
Boulevard to the Schneider Trunk Sanitary Trunk sewer and ultimately outletting to the
Kitchener Wastewater Treatment Facility.
Staff recommends that Council allow the Doon South Pumping Station and Forcemain ESR be
filed with the Ontario Ministry of the Environment for the mandatory thirty (30) day review period
as required by the Environmental Assessment Act.
