SUBJECT: E09-083 -Consultant Services -Compass Kitchener Public Survey
RECOMMENDATION:
That Expression of Interest E09-083, Consultant Services -Compass Kitchener Public Survey,
be awarded to Environics Research Group Ltd., Toronto at their estimated fee of $69,300.,
including G.S.T., based on a satisfactory contract being negotiated and an upset fee being
established, and further that the Chief Purchasing Officer be authorized to execute an
agreement satisfactory to the City Solicitor.
BACKGROUND:
Compass Kitchener, a Citizen Advisory Committee to Mayor and Council, validates the
Compass Kitchener vision (2000), guiding principles, values and strategic priorities on a regular
basis, with the community's input and participation. The committee creates and leads public
processes to determine community concerns, to identify priorities for action, and to monitor
progress toward achieving the community's vision.
The Compass Kitchener vision, values and inaugural strategic directions were adopted by
Kitchener City Council in June 2000. They were incorporated into City's "Foundations"
document, which set out Council's direction for the future of the Corporation and the City.
Repeated again in 2003 and 2006, via similarly substantive community engagement processes,
a term-by-term public survey is now a central feature of regular measuring, monitoring and
reporting to the community on their priorities. The results -the community's priorities -
comprise an integral component of the City of Kitchener Strategic Plan, the operating
departments' business plans, and the City's financial planning.

The project scope includes the preparation, conducting and analyzing of a Kitchener resident
survey that:
• Revisits and confirms or suggests revisions to the community's strategic areas of
focus,
• Identifies critical issues and goals to address same, and,
• Report on community satisfaction with the Municipality's efforts in priority areas.
It is anticipated that the survey will occur in late 2009.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional ServiceslConsultants, a Consultant's Review Committee was established
consisting of S. Adams, Director, Community and Corporate Planning, M. May, Director,
Communications and Marketing, K. Knowles, Compass Kitchener, T. Kramer, Compass
Kitchener and M. Palmer, Buyer.
Expressions of interest were requested from three Consultants, as well as advertised on the
City of Kitchener website and the Internet through the Ontario Public Buyers Electronic
Tendering Information System relative to this project. Documents were downloaded by fourteen
(14) interested parties. By the closing date of Monday August 31St, 2009, six (6) responses had
been received.
The Review Committee met on Thursday September 10t", 2009 to review the responses and
elected to award the project to Environics Research Group Ltd., Toronto.
