SUBJECT: E09-076 -Consultant Services -Stormwater Management Ponds
Retrofit
RECOMMENDATION:
That Expression of Interest E09-076, Consultant Services -Stormwater Management Ponds
Retrofit, be awarded to Aquafor Beech Limited, Mississauga, Ontario at their estimated fee of
$648,652., including a contingency of $56,160. and G.S.T., based on a satisfactory contract
being negotiated and an upset fee being established, and further that the Mayor and City Clerk
be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
In December 2001, the City of Kitchener approved a Master Stormwater Management (SWM)
Policy in order to ensure that the most effective approach to SWM will be provided across the
City. One of the recommendations of the SWM Policy was to retrofit several of the City's
existing quantity control ponds to incorporate quality controls. The project scope includes the
design, contract administration and inspection for the retrofit of 12 stormwater management
ponds located within the Strasburg, Sandrock Greenway, Henry Sturm, Kolb and Idlewood
Subwatershed.
Federal and provincial infrastructure stimulus funds (ISF) have been secured for this project.
The federal and provincial governments will contribute two-thirds of the eligible cost and the City
of Kitchener will contribute one-third. The retrofitting of the ponds is planned to start next year,
and has to be substantially completed by March 2011.

REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional ServiceslConsultants, a Consultant's Review Committee was established
consisting of D. Lupsa, Engineering Technologist, S. Allen, Manager, Engineering Design, J.
Stevenson, Construction Project Manager, K. Mick, Design Engineer, N. Gollan, Engineering
Technologist, and L. Gordon, Chief Purchasing Officer.
Expressions of interest were advertised in The Record, and on the Internet through the Ontario
Public Buyers Electronic Tendering Information System relative to this project. Documents were
downloaded by twenty (20) interested parties. By the closing date of Friday August 21St, 2009,
ten (10) responses had been received. A shortlist of four Consultants was selected on Tuesday
September 1St, 2009 and pricing information was requested from these respondents.
The Review Committee met on Thursday September 10t", 2009 to review the pricing
submissions. The Committee elected to award the project to Aquafor Beech Limited,
Mississauga, Ontario.
