SUBJECT: EXEMPTION TO CHAPTER 450 (NOISE) - VIEN QUANG
BUDDHIST ASSOCIATION OF KITCHENER-WATERLOO -
23 CAMPBELL AVENUE
RECOMMENDATION:
That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code, be granted
to the Vien Quang Buddhist Association of Kitchener-Waterloo at 23 Campbell Avenue, on
October 3, 2009, between the hours of 5 PM to 9 PM, as part of their celebration of their
Autumn Festival.
BACKGROUND:
The Vien Quang Buddhist Association of Kitchener-Waterloo is celebrating their Autumn
Festival on October 3, 2009, at their temple located at 23 Campbell Avenue. As part of their
celebration, they are planning some events on the outside of their temple property. As a result,
the Association has submitted a request for an exemption to Chapter 450 (Noise) of the City of
Kitchener Municipal Code. A copy of their request is attached.
REPORT:
The temple has held this event each fall for several years now, as well as other events such as
their News Years Festival. Staff are not aware of any significant concerns with regard to past
events.

None identified at this time.
COMMUNICATIONS:
No Corporate Communications required.
CONCLUSION:
Based on the circumstances surrounding this event, the By-law Enforcement Division does not
object to this request for an exemption.
