SUBJECT: ENVIRONMENTAL COMMITTEE RECOMMENDATION:
ADDENDUM TO ITEM 3 OF THE DEVELOPMENT AND
TECHNICAL SERVICES COMMITTEE COUNCIL REPORT -
CITY OFCAMBRIDGE -PROVISION FOR SANITARY
SERVICING - CONESTOGA COLLEGE SOUTH CAMPUS
AND BLAIR BUSINESS PARK EA
RECOMMENDATION:
That the City of Cambridge be encouraged to incorporate a one (1) hour emergency
storage tank into the design of the proposed new Blair Sanitary Sewage Pumping Station
to be located at the northwest corner of Morningside Drive and Fountain Street in the
City of Cambridge.
BACKGROUND:
At the September 14, 2009 Development and Technical Services Committee meeting,
representatives from MTE Consultants Inc. gave a presentation advising that the City of
Cambridge has completed a Class Environmental Assessment study to identify the preferred
means of providing sanitary service for Conestoga College's South Campus and the Blair
Business Park to the Kitchener Wastewater Treatment Plant; including a location for a new
sewage pumping station (in Cambridge}, and the preferred route for a sewage outlet from this
new pumping station to the Treatment Plant. Subsequent to this presentation, the Committee
passed the following recommendation:
"That the Conestoga College South Campus and Blair Business Park Sanitary Servicing
Class Environmental Assessment Study Report prepared by MTE Consultants Inc.,
dated August 2009, be endorsed; and further,
That staff be directed to prepare a cross border servicing agreement with the City of
Cambridge to outline: operational and maintenance requirements, easement
requirements and the sewage rate charge for the flows being conveyed to and treated at
the Kitchener Wastewater Treatment Plant. "
REPORT:
At the September 17, 2009 Environmental Committee meeting, representatives from MTE
Consultants Inc. presented the Conestoga College South Campus and Blair Business Park
Sanitary Servicing Class Environmental Assessment (EA) Study Report. A presentation was
also given on the Doon South Sanitary Pumping Station and Forcemain Environmental Study
Report, during which it was noted that included as part of the upgrades planned for the Homer
Watson Pumping Station is the addition of a one hour emergency storage tank.
The Committee was advised that the Ontario Ministry of the Environment (MOE} requires all
new pumping stations to be designed to meet minimum standards for emergency situations,
including alarm systems, standby power and emergency operations. However, the City of
Kitchener standard requirement for the provision of one hour additional storage is beyond the
minimum MOE requirements. This one hour storage provides additional response time to
Operations staff to resolve the issue and reduce the potential for any spill or environmental
impact.
The plans outlined in the Conestoga College South Campus and Blair Business Park Sanitary
Servicing EA identify a need to construct a new Blair Sanitary Sewage Pumping Station at the
northwest corner of Morningside Drive and Fountain Street in the City of Cambridge. The
existing project parameters call for this pumping station to be constructed based on City of
Cambridge and MOE guidelines. While these guidelines provide for the incorporation of several
safeguards into the design of the pumping station, they do not require the construction of an
additional one hour emergency storage tank. Accordingly, the Environmental Committee
requests that Council encourage the City of Cambridge to implement this standard as part of the
design forthat pumping station.
FINANCIAL IMPLICATIONS:
Incorporating an additional one hour emergency storage tank would increase the costs and land
requirements for the proposed Blair Sanitary Sewage Pumping Station; however, the exact
figures would not be known until the detailed design phase.
