HomeMy WebLinkAboutFIN-09-125 - T09-081 - Trenchless Rehabilitation - Greenbrook Drivel REPORT REPORT TO: Mayor Carl Zehr & Members of Council DATE OF MEETING: 2009-09-21 SUBMITTED BY: Larry Gordon, Chief Purchasing Officer PREPARED BY: Larry Gordon, Chief Purchasing Officer (2214) WARD(S) INVOLVED: 5 DATE OF REPORT: 2009-09-14 REPORT NO: FIN 09-125 SUBJECT: T09-081- Sanitary and Watermain Trenchless Rehabilitation on Greenbrook Drive (Warren to Birchcliff) RECOMMENDATION: That tender T09-081, Sanitary and Watermain Trenchless Rehabilitation on Greenbrook Drive (Warren to Birchcliff), be awarded to McGillivray & Sons Contractors Limited, St. Agatha, Ontario at their corrected tendered price of $634,263.61, including provisional items and contingencies of $147,509. and G.S.T., and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The City of Kitchener Engineering Infrastructure staff has identified that 70.0 meters of sanitary sewer has been fractured and deformed and is in need of replacement. Also identified within the same limits of construction is 480.0 meters of cast iron Watermain that is at the end of its' life cycle and needs to be replaced. In conjunction with same, there are approximately 42 water services that will be replaced at the same time. All mechanical fittings such as water valves, fire hydrants and tees will be replaced as well. The replacement of this infrastructure will be replaced using the pipe bursting method. This type of trenchless method substantially reduces the amount of open excavation that normally would be required for this type of work. Also, this method reduces the residential restoration of properties within the construction limits. The existing concrete sanitary sewer main will be replaced with high density polyethylene pipe. The existing cast iron watermain pipe and services will be replaced with high density polyethylene pipe. REPORT: Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Eight (8) potential bidders picked up tender documents, and by the closing date of Thursday September 10th, 2009, three (3) tenders had been received. The low bid submitted by McGillivray & Sons Contractors Limited contained minor mathematical errors which have been corrected. The tenders were reviewed by R. Trussler, Engineering Construction Project Manager, and S. Shah, Design Engineer, who concur with the above recommendation. The following tenders were received: McGillivray & Sons Contractors Avertex Utility Solutions Marathon Drilling Co. Ltd.
