BACKGROUND: The Development and Technical Services Department is in receipt of Heritage Permit Application HPA 2009-V-001. The applicant is seeking Council's permission to convert the existing covered front verandah into all season space, on the property municipally addressed 4 Park Street. 12 a 4 AR ~sT .. .. _."_` O~ ~~ ~~ ~14~~ s REPORT: The subject property is located on the north east corner of Park Street and Jubilee Drive in the Victoria Park Heritage Conservation District, and is subject to designation under Part V of the Ontario Heritage Act. The applicant wishes to convert the existing covered front verandah into an all season space. The proposed design and building strategy will preserve the existing verandah, including exterior bricks, beams and white stone lintels. The application proposes to: ^ install divided light casement windows within the existing openings in order to fully weatherize the existing covered verandah; ^ inset bricks between the existing brick posts by 1 inch; and ^ construct a brick base on the west elevation of the porch. The Victoria Park Heritage Conservation District Plan contains building conservation guidelines for verandahs. The guidelines encourage owners to conserve and maintain verandahs. In reviewing the merits of the application, City staff note the following: ^ the existing verandah including exterior bricks, beams and white stone lintels will be preserved; ^ the new divided light casement windows are similar in proportion and detail to the windows on the house; ^ the open spaces between the existing brick posts will be filled with salvaged brick from the interior of the verandah that will be inset by 1 inch to provide to retain the impression of the presence of the brick posts; and ^ similar Heritage Permit Applications have been submitted and approved to permit the conversion of verandahs within the Victoria Park Heritage Conservation District. FINANCIAL IMPLICATIONS: None. CONCLUSION: The proposed front verandah conversion will not detract from the heritage character of the existing house. Accordingly, staff recommends approval of HPA 2009-V-001. J(~} Owner's Signature: Dater ~a(Gh ~! - / Appeal Process Part IV Properties Where City Council refuses an application to alter the property or consents to such application upon certain terms and conditions, the owner may, within thirty days after receipt of the notice of Council's decision, apply to Council for a hearing before the Conservation Review Board. Where City Council refuses consent to demolish or remove a building or structure on the property the decision of the Council shall be final. The owner shall not demolish or remove the building or structure or do any work or cause or permit any work to be done in the demolition or removal of the building or structure or any part of it, unless, the owner has obtained a building permit to erect a new building on the site of the building or structure sought to be demolished or removed AND 180 days have elapsed from the date of the council's decision to refuse the application. Part V Properties Where the City Council refuses a permit to erector alter the external portions of a building or structure or grants such permit with terms and conditions attached, the owner may appeal to the Ontario Municipal. Board. The owner must give a notice of appeal to the Ontario Municipal Board within 30 days after the owner receives notice that the council is refusing the application or receives the permit with the terms and conditions attached. Where City Council refuses an application for a permit to demolish or remove a building or structure the decision shall be final and binding. The owner shalt not demolish or remove the building or structure or do any work or cause or permit any work to be done in the demolition or removal of the building or structure or any part of it, unless the owner has applied to the council under section 42 of the Ontario Heritage Act and been given a permit to erect a new building on the site of the building ar structure sought to be demolished or removed, AND 180 days have elapsed from the date of the council's notice to the owner that the council is refusing the application for the permit. The proposed plan is to convert an existing covered porch into. an all season space that will become the owners much needed home office. The Design and building strategy is to preserve all brick structure, beams and .existing white stone lintel materials just as it exists now. The only architectural change comes in the installation of detailed windows that will be added to fully weatherize the porch. The Fenestration details are selected to maintain the Georgian character of the existing divided lites that are found on all four elevations. The windows will maintain the casement appearance and proportions of the existing house architecture.
