BACKGROUND: The Development and Technical Services Department is in receipt of Heritage Permit Application HPA- 2009 -IV -004. The applicant is seeking Council's permission to install a new wood window and a new limestone window sill on the east elevation of the drive shed foundation, on the property municipally addressed 300 Joseph Schoerg Crescent. REPORT: The subject property is located on the south side of Joseph Schoerg Crescent in the Pioneer Tower West community, and is subject to a Heritage Conservation Easement Agreement and designation under Part IV of the Ontario Heritage Act. The key features that define the heritage character of this property include: the Betzner Farmhouse Building; the Betzner Drive Shed Building; and the Cultural Heritage Landscape. 291 301 201 287 I 3 -1 The one - and -a -half storey drive shed is a banked structure with a stone foundation, board -and- batten exterior, front -gable roof clad with asphalt shingles, rectangular six - over -six sash windows, round - headed windows in both gable ends and three sliding doors. Heritage attributes identified in the designating by -law include: all exterior building elevations, the fieldstone foundation, roof and roofline, window and door openings, door hardware on north and west elevations, and all 6/6 windows. The heritage features identified in the easement agreement are the same as those referenced in the designating by -law. The applicant has applied to the City's Designated Heritage Property Grant Program in order to repoint and repair the drive shed fieldstone foundation. As part of this work, the mason has identified the need for a new one piece limestone window sill on the east side of the drive shed foundation. The applicant has explained that the introduction of a window sill with a drip edge will help to direct water away from the fieldstone foundation in order to prevent water damage. The specifications of the proposed limestone window sill include: rock face finish; 2 '/4 inch wide with drip edge; 1 '/2 inch projection from the foundation wall; and, buff colour. In addition, the applicant has proposed to replace the existing window with a new wood window of similar style and design to the existing window on the east elevation wall. _ Iv® Location of Proposed New Wood Window and New Limestone Window Sill East Elevation — Drive Shed 3 -2 I East Elevation — Existing Window In reviewing the merits of the application, Heritage Planning staff note the following: • The proposed alteration will not impact the size of the existing window opening; • The introduction of a limestone window sill with drip edge will help to direct water away from the fieldstone foundation and better protect the integrity of the foundation wall; • The specifications of the new limestone window sill will not detract from the heritage attributes; and, • The new wood window will be of a similar style and design as the existing window on the east elevation wall. FINANCIAL IMPLICATIONS: N/A CONCLUSION: The proposed alterations will not detract from the Part IV designation. Accordingly, staff recommends approval of HPA- 2009 -IV -004. Reasons for the work: A proper sill with a drip edge will direct water away from the fieldstone wall and better protect the integrity of the wall. The photo clearly shows how the wall below the window has been damaged by rain water. Although this is a new feature not currently in place it will be only slightly larger than the existing wood sill. It will not detract from the rural look of the drive shed and will not be readily visible from the street/sidewalk.
