HomeMy WebLinkAboutDTS-09-128 - HPA 2009-IV-009 - 307 Queen St NREPORT REPORT TO: Heritage Kitchener Committee DATE OF MEETING: September 1, 2009 SUBMITTED BY: Alain Pinard, Interim Director of Planning PREPARED BY: Yvonne Westerveld Cardoso, Heritage Planning Technician (519-741-3400 ex. 3176) WARD INVOLVED: Ward 6 DATE OF REPORT: August 19, 2009 REPORT NO.: DTS-09-128 SUBJECT: HERITAGE PERMIT APPLICATION HPA-2009-IV-009 307 QUEEN STREET SOUTH PROPOSED NEW EAVESTROUGH AND DOWNSPOUTS RECOMMENDATION: That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2009-IV-009 be approved to permit the installation of a new eavestrough and downspouts at the property municipally addressed 307 Queen Street South in accordance with the photographs submitted with the application. BACKGROUND: The Development and Technical Services Department is in receipt of Heritage Permit Application HPA-2009-IV-009. The applicant is seeking Council’s permission to install a new eavestrough and downspouts on the Courtland Avenue façade of the property municipally addressed 307 Queen Street South. REPORT: The subject property is located on the northeast corner of the intersection of Queen Street South and Courtland Avenue East (see location map on following page), and is designated under Part IV of the Ontario Heritage Act.The heritage attributes identified in the designating by-law for 307 Queen Street South encompass all elevations and the roofline of both the original 1879 factory at the southeast corner of Queen Street South and Courtland Avenue East and the 1893 easterly addition. î ó ï Proposed eavestrough location Location map Existing building at Queen Street South and Courtland Avenue East î ó î Existing south elevation, Courtland Avenue This structure currently has eavestroughs and downspouts on the north elevation; however, not on the south elevation. The applicant has proposed the introduction of an eavestrough and downspouts on the south elevation to address concerns related to water damage and the deterioration of the masonry, as well as stress on the vegetation below. Existing eavestrough and downspout on north elevation î ó í Existing eavestrough and downspout and downspout detail (inset) In order to match the existing eavestroughs on this building, the applicant is proposing 12.5 cm (5”) aluminium troughs with screens, in Hartford Green, along the length of the building, approximately 25 m (80 feet). Downspouts have been proposed at each end of the building and are to be affixed by aluminium straps with tapcons (concrete screws) and a cover strap over them. Storm water will discharge in the vegetated areas at ground level. Proposed discharge area looking east î ó ì Proposed discharge area looking west As the structure is situated very close to the public sidewalk, concern had been raised by By-law Enforcement Staff regarding pedestrian safety, should ice form on the sidewalk as a result of the discharge. Heritage Planning Staff met on site with a Bread and Roses Co-operative representative and By-law Enforcement Staff on July, 28, 2009 to review this matter. By-law Enforcement Staff was satisfied that the downspouts would be directed to discharge run off into the vegetated areas and not directly onto the sidewalk. By-law Enforcement Staff did caution that should it become evident that the location of the downspouts is contributing to ice forming on the sidewalks, that the matter may trigger by-law enforcement and may need to be resolved through Property Standards. This could include requiring that the Bread and Roses Co-operative ensure the sidewalk is maintained free from ice build-up and addressed to City satisfaction for the remainder of the winter and the location and/or manner of the discharge be addressed the following spring. Upon reviewing the merits of this component of the application, Heritage Planning staff note the following: The proposed eavestrough and downspouts on the south elevation will be consistent in colour and style with the existing and previously approved eavestroughs and downspouts on the north elevation of the structure; The proposed eavestrough and downspouts on the south elevation will not detract from the heritage significance of the property; and The addition of the proposed eavestrough and downspouts is a proactive approach to avoid the deterioration of the wall and will aid in maintaining its integrity. î ó ë FINANCIAL IMPLICATIONS: N/A CONCLUSION: The proposed alterations will not detract from the Part IV designation. Accordingly, staff recommends approval of HPA-2009-IV-009.
