REPORT T0: Development & Technical Services Committee
DATE OF MEETING: October 5, 2009
SUBMITTED BY: John McBride, Director of Transportation Planning
PREPARED BY: Jeramie Lewis, Traffic Technologist
WARD(S) INVOLVED: Ward 4
DATE OF REPORT: September 16, 2009
REPORT NO.: DTS-09-135
SUBJECT: ON-STREET PARKING - SHEA CRESCENT
RECOMMENDATIONS:
That the "No Stopping 8:OOam - 4:30pm" area be extended on the south side of Shea Crescent
from a point 130 metres north of Laurentian Drive to a point 75 metres west thereof; and
further,
That the "No Stopping Anytime" area be extended on the north side of Shea Crescent from a
point 125 metres north of Laurentian Drive to a point 16 metres west thereof; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request to review the existing on-street parking regulations
on Shea Crescent. The request cited concerns about vehicles parkinglstopping along both sides of
the curved section of Shea Crescent in the area of Monsignor Haller Catholic School. Concerns
were cited related to safe two way traffic through this curved section, school bus operations, visibility
concerns, and stoppedlparked vehicles blocking residential driveways.
REPORT:
At the present time, on-street parking is permitted on both sides of Shea Crescent from Howland Drive
through the other curved portion to a point 205 metres east thereof, for a maximum period of three (3)
consecutive hours. Furthermore, stopping is prohibited at any time along the Monsignor Haller Catholic
School frontage, and stopping is prohibited from 8:OOam - 4:30 pm on the west side from Laurentian
Drive through the curve to a point 20 metres west thereof, as outlined in the City of Kitchener Uniform
Traffic By-law No. 2007-138.
Transportation Planning has reviewed this issue and is proposing to extend the "No Stopping 8:OOam -
4:30pm"area on the south side of Shea Crescent from a point 130 metres north of Laurentian Drive to
a point 75 metres west thereof, and the "No Stopping Anytime" area be extended on the north side of
Shea Crescent from a point 125 metres north of Laurentian Drive to a point 16 metres west thereof, as
i-i
per the attached plan. This will allow for increased sightlines, safer two way traffic and assist school
buses traversing the curved portion of the roadway.
COMMUNICATIONS:
Residents of Shea Crescent have been notified in writing of the proposed on street parking
regulation changes and no concerns were raised.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installation on the street will be $400. These funds will be
procured from the existing sign maintenance budget.
