BACKGROUND: Transportation Planning has received a request to review the existing on-street parking regulations on Dinison Crescent. The request cited concerns about vehicles parking along both sides of the roadway for extended periods of time. Concerns were cited related to safety, residential access, as well as safe two-way traffic flow on the roadway. REPORT: At the present time, on-street parking is prohibited on both sides of Dinison Crescent from Williamsburg Road (east leg) to a point 50 metres south thereof. Furthermore parking is permitted on both sides of Dinison Crescent from a point 50 metres south of Williamsburg Road (east leg) to Ristau Crescent for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. In order to address this request, Transportation Planning surveyed the residents regarding a proposal to prohibit on-street parking at anytime on the east side (odd house number side) of Dinison Crescent from Williamsburg Road to Ristau Crescent. This will allow for safer two-way traffic operations along Dinison Crescent and improve drivers' visibility and access tolfrom residential driveways. Residents were advised that a parking prohibition would result in the loss of approximately 4 available on-street parking spaces over a distance of 40 metres. It will also increase the effective roadway width of Dinison Crescent, which may result in increased vehicle speeds along this section of the roadway. The resident survey results are as follows: 2-1 In favour of prohibiting parking on the south/east side of Dinison Crescent 4 (67%) In favour of leaving the current regulation as is 2 (33%) TOTAL 6 (out of 8 - 75% responded) Based on the results of the survey, Transportation Planning is recommending that parking be prohibited at anytime on the east side of Dinison Crescent from Williamsburg Road to Ristau Crescent. FINANCIAL IMPLICATIONS: The approximate cost for sign installation on the street will be $400. These funds will be procured from the existing sign maintenance budget. JL Attach.
