HomeMy WebLinkAboutArts & Culture - 2003-03-11 ARTS AND CULTURE ADVISORY COMMI~-I'EE Tuesday March 11, 2003 - 4:00 p.m. CITY OF KITCHENER The Arts and Culture Advisory Committee met this date, chaired by Ron Green, with the following members present: Michael Galloway, Robyn Schuller, Sher DiCiccio, Denis Pellerin, Peter Hinchcliffe, Peter Harris, Virginia MacDonnell Eichhorn, Martin De Groot, Erina Harris. 1. WELCOME AND APPROVAL OF MINUTES FROM FEBRUARY 2003 A motion was made by Sher, seconded by Martin, to approve the minutes from the February meeting. All were in favour; carried. It was noted that Martin will be added to the regular agenda reporting on the Arts Council. GUEST: Larry Masseo, Manager of the Planning Department's Design and Development Larry attended the meeting to provide information regarding Downtown Corridors. · The City of Kitchener is in the process of developing a vision for seven mixed use corridors that will outline how the land will be used, how existing and future buildings will be incorporated into the neighbourhood and what the streets should look like when completed. · Several years ago, the City undertook a review of the current commercial policy structure. As a result of the study, a new set of official plans were adopted designating mixed-use corridors - thoroughfares in the inner city currently with a mix of residential, retail and commercial venues; infrastructure/zoning in these areas are in place. · Seven corridors have been identified in the Downtown area: Belmont Avenue, King West (Downtown to Union), King East (Downtown to Montgomery); Queen Street South (Downtown to Iron Horse Trail); Victoria Street South (Downtown to Park Street); Victoria Street North (Downtown to Lancaster); Lancaster (to Bridgeport). · An initial public meeting was held last November to obtain input on the development of design guidelines and more meetings will be held in the future to get feedback. · Some rezoning will take place in the next year or so to accommodate the future vision. · The City is looking at providing financial incentives to encourage builders to develop residential sites in the Downtown. · Planners are aware of the recognized Industrial Artifacts theme. There is no policy in place to have public art in private developments, but there is a "% for Art" policy for the City/City-owned civic construction projects. · It was noted that ACAC wants to be proactive and have input before a plan is drafted - how best can ACAC be kept informed of developments? ACTION: Erina and Larry will meet to discuss how to keep ACAC members informed of new developments. BUSINESS ARISING Culture Plan - Erina · The group reiterated that there is a definite need for a new Culture Plan that should be built on the plan that already exists. The group requested public process and facilitation. ACTION: Erina will revisit options with Lori. Martin will collect other municipal arts plans for comparison. \March 2003 -ACAC Minutes ARTS AND CULTURE ADVISORY COIqlqI~-I'EE Tuesday March 11, 2003 - 4:00 p.m. 3.2 CDC/ACAC Meeting - Erina The joint meeting with Kitchener and Waterloo will be held during the September ACAC meeting at a location to be determined. Stephen Preece will facilitate and Co-Chairs from Kitchener and Waterloo will meet to draft an agenda. ACTION: Members were asked to bring suggestions for agenda items to the April ACAC meeting. 4. NEW BUSINESS 4.1 CSC Report re Terms of Reference - Erina See attached report - the report will be presented to CSC on March 24. 5.0 5.1 5.2 5.3 5.4 REPORTS PAWG Report- Virginia · The March Rotunda Gallery show is very successful. · "% for Art" policy is almost ready to present to ACAC for endorsement. The next project will be to review the Acquisitions Policy. · PAWG is awaiting information so as to determine if it can oversee a public competition for"% for Art' at the Market or if the group was allowed to participate too late and it is now impossible. DAC Report - Denis · At the last meeting, Marty Schreiter presented initiatives on the Downtown and Frank Pizzuto introduced a strategic plan for Downtown. Denis circulated a handout (Contents of Downtown Strategic Plan). · KDBA held a collaborative meeting on March 4. · The KDBA Board passed a resolution unanimously addressing the Benton Street corridor as it no longer is a viable through-way for downtown. A letter indicating the resolution was sent to the Region of Waterloo Planning Committee. · KDBA provided a grant to Eastwood and KCT for their parent/student campaigns to save their schools. APG is looking for speakers/delegations for the next school board meeting. Anyone wishing to speak at the meeting has to register as a delegation. · DAC suggested that ACAC create a set of guidelines for developers to refer to in considering historical and cultural aspects to their projects when deciding on a name. · Denis circulated form that can be used to make a donation/become a member of the Children's Museum. The official opening for the museum is scheduled for September 27/28. Erina will find out whether ACAC members can tour the museum prior to the opening. ACTION: Denis, Martin and reps from the K-W Historical Society and the Heritage Committees will form a short-term sub-committee to develop naming guidelines for developers. CDC Report - Sher As no meeting was held, there was no report. Arts Council Report - Martin The Waterloo Region will host the Community Arts Ontario conference in May 2004. Martin, Ron and Erina indicated interest in attending this year's conference being held in Toronto on May 2-4. Erina to discuss with Lori. \March 2003 - ACAC Minutes 2 ARTS AND CULTURE ADVISORY COHHIT'CEE Tuesday Harch 11, 2003 - 4:00 p.m. 5.5 5.5.1 5.5.2 5.5.3 Staff Reports Arts & Culture - Erina Harris · Michael Ambedian, an artist working in the Kitchener area, has been chosen by a jury as this year's Artist-in-Residence. A report will be prepared for Council in the near future and the artist will attend an ACAC meeting to meet members. · The appraisal on the steam engine (Artifacts Project) is nearly completed. The engine will be stored on Bramm Street. Once the appraisal is received, a budget will be drafted and presented to Council. · Winners of Arts Awards will be announced on March 29 at the Walper - ACAC members are invited to the event. · The Gaol has been confirmed on the Doors Open tour on September 20. Up to five other sites have been recommended - Erina to follow-up. · To save time, it was suggested by ACAC members that Annual Grant and Provisional Grant meetings be held on the same day. The groups meet four times per year to review all grants. · The Studio Tour is in development with the City. Special Events- Don Chapman As Don was absent, there was no report. Arts and Culture - Lori Palubeski As Lori was absent, there was no report. 6.0 AD3OURNHENT/NEXT MEETING Denis moved to adjourn the March ACAC meeting; all were in favour.
