HomeMy WebLinkAboutCRPS-09-139 - Execution of Documentation - Solar Roof Project - CMFREPORT T0: Committee of the Whole DATE OF MEETING: October 13, 2009 SUBMITTED BY: Cynthia Fletcher -Director, Facilities Management PREPARED BY: Cynthia Fletcher -Director, Facilities Management WARD(S) INVOLVED: All DATE OF REPORT: October 8, 2009 REPORT NO.: CRPS -09-139 SUBJECT: AUTHORITY FOR THE EXECUTION OF DOCUMENTATION RELATING TO THE IMPLEMENTATION OF THE SOLAR ROOF PROJECT AT THE CMF RECOMMENDATION: That the Mayor and Clerk, the Chief Administrative Officer or a General Manager be authorized to execute any documentation relating to the implementation of the solar roof project at the CMF; said documentation to be to the satisfaction of the City Solicitor. BACKGROUND: Council authorized staff to proceed with the solar project for the roof of the consolidated maintenance facility subject to entering into a contract with the Ontario Power Authority [OPA]. As of Oct 1, 2009, OPA has provided details to prospective applicants. As part of the solar roof project to be installed at the CMF, the City is required to enter into a contract with Ontario Power Authority (OPA) pertaining to the disclosure of information and comply with requirements of their Feed-in Tariff Program (FIT). REPORT: One of the requirements of the OPA contract application process is to authorize the Local Distribution Centre, Kitchener Wilmot Hydro, and OPA access to the following; meters, meter data, testing data pertaining to commercial operations, connections, proposed connections. The OPA may use this information to evaluate the application, offer and administer a FIT contract. Staff anticipates that as the solar roof project moves forward additional documentation will need to be executed and to avoid any delays in the process staff are seeking the delegation of authority to the Mayor and Clerk, the Chief Administrative Officer or a General Manager for the execution of any documentation pertaining to the implementation of the solar roof project at the CMF. FINANCIAL IMPLICATIONS: N/A CONCLUSION: In order to advance the solar roof project, documentation will need to be executed along the way to implement the project, including the authorization letter with respect to the disclosure of data, meters and connections and therefore it is appropriate to delegate authority to execute documentation pertaining to this project rather then seek authorization for each and ever document as it arises.
