SUBJECT: Q09-053 -Interior Recycling Systems
RECOMMENDATION:
That quotation Q09-053, Interior Recycling Systems, be awarded to Midpoint International Inc.,
Aurora, ON, at their quoted price of $74,156.25, including P.S.T. & G.S.T.
BACKGROUND:
The Green City Committee, comprised of staff from various work areas across the organization,
has identified the opportunity to develop a waste management plan for City Hall that will:
• include regular waste audits to determine our rate of diverting waste from the landfill to
more environmentally friendly options like recycling and composting and set targets for
further reductions;
• eliminate individual garbage containers;
• invest in new centralized waste, recycling and composting stations throughout City Hall;
• develop an internal communications plan to educate staff about the program (including
regular updates) and develop tools to assist both staff and visitors to use the waste
management program effectively.
By building awareness and educating staff, City Hall can reduce the amount of waste going to
the landfill and increase recycling and compost opportunities. This is a great opportunity to show
leadership with environmental initiatives and improve the City's public image.

REPORT:
Quotations were advertised on the City of Kitchener website relative to this project. Twelve (12)
potential bidders downloaded documents. By the closing date of Friday July 24th, 2009, six (6)
quotations had been received. The quotations were reviewed by the Green City Committee
which concurs with the above recommendation.

The low bid from Wood Wyant did not meet specification for:
front loading, the desired dimensions, being manufactured
rigid liner capacity, being waterproof, having stainless
replacement labels and framed sections on the front load
and/or posters.

The second low bid from Envyrozone did not meet specification for:
the dimensions, being manufactured from 100% recycled materials, the rigid liner capacity,
having stainless steel hardware, three lid openings and a backboard.
The third low bid from NCI did not meet specification for:
being manufactured from 100% recycled materials and having stainless steel hardware.
The total bid price from NCI was corrected extending the single unit pricing to the requested
quantity of thirty-five (35) stations.
The fourth low bid from Busch Systems did not meet specification for:
being manufactured from 100% recycled materials and having framed sections on the front load
doors for additional recycle labels and/or posters.
The fifth low bid from Waste Reduction did not meet specification for:
being manufactured from 100% recycled materials and having framed sections on the front load
doors for additional recycle labels and/or posters.
All of the above quotations were thoroughly reviewed by members of the Green City Committee
who concur with the above recommendation.
FINANCIAL IMPLICATIONS:
The Green City Committee was successful in receiving full funding through the Local
Environment Action Fund (L.E.A.F.) to a maximum of $74,700. and therefore there are no
financial implications to the City's operating or capital budget.
