STUNT PERFORMANCE AGREEMENT
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute a Stunt Performance Agreement with the
Waterloo Regional Children’s Museum, The Grand River Film Festival and with any other
parties City Legal Counsel deems advisable, said Stunt Performance Agreement to be subject
to the satisfaction of the City Solicitor.
BACKGROUND:
Indie Lounge is an educational event traditionally held in Cambridge in conjunction with Grand River
Film Festival (GRFF). It is a “hands-on” symposium for independent media producers, both at the
emerging and professional level.
This year the GRFF has added film screening in Kitchener (at Children’s Museum and Gig Theatre)
and the Indie Lounge will be held over the weekend of October 24-25, 2009 in the City of Kitchener.
GRFF and Waterloo Regional Children’s Museum representatives request Council permission to set
a professional movie and TV stuntman on fire on City of Kitchener owned King Street, to be filmed
by videographers attending Indie Lounge. GRFF and Waterloo Regional Children’s Museum
representatives also request Council permission for another stuntman to demonstrate a free fall from
the roof of the City of Kitchener owned Waterloo Regional Children’s Museum to an airbag on King
Street below, also to be filmed.
These action sequences are the demonstration portion of a presentation on Stunt Safety and
Logistics to be presented by Reel Stunts Productions, headed by veteran Randy Butcher of
Cambridge.
In addition to videographers participating in this educational safety demonstration, the combined
stunts will be a highlight event in the weekend agenda of internationally acclaimed filmmaker

Yojira Takita, who will be a guest of honour at both Indie Lounge and GRRF itself, which is
screening his Oscar-winning film “Departures”.
The two proposed stunts individually will be brief, just a few seconds for the free fall, less than a
minute for the man on fire. However, set up and tear down requires a two-hour closing of King
Street, 11 a.m. to 1 p.m. between Queen and Ontario Streets. Barricades to keep the general public
clear of the area will also be required. Paramedics will be provided on standby, fire safety concerns
will be properly addressed and appropriate security for general crowd control will also be provided.
REPORT:
The Kitchener Fire Department will be required to approve the proposed stunt. The following
provisions would apply from the guidelines developed for Film KW:
“i. Appropriate paid duty police officers and firefighters are required for the detonation of
pyrotechnic special effects. A blast analysis may be required and additional time is needed to
arrange for this activity. Qualified Emergency Medical Services personnel (paramedics) are to be
on site during the filming of dangerous situations such as special effects, stunts, and/or detonation of
pyrotechnics, as determined by Film KW, the local municipality, the fire department or the police.
ii. The local Fire Department must be advised in advance in writing when the use of flammable
liquids/materials is being planned.
iii. Paid duty police officers are required as determined by Film KW or the local municipality for
such things as intermittent traffic stoppages and traffic control and/or when required to direct
pedestrian or vehicular traffic, including those instances involving municipal parks/properties. All
costs associated with these requirements are the expense of the applicant.”
The Kitchener Fire Department will treat the approval process for the proposed stunts in the same
manner as a pyrotechnic special event. The event/stunt coordinator will provide Kitchener Fire
Department with an outline plan and application for a pyrotechnics permit, and this would provide all
the requisite contact and event details. During the assessment of the stunt, a requirement for special
protective measures would be evaluated. Kitchener Fire Department will stipulate the protective
measures which need to be in place prior to Fire Department approval.
Risk Management and Legal will ensure that all appropriate parties will provide insurance,
indemnification and waivers. All appropriate parties will execute the afore-mentioned Stunt
Performance Agreement, subject to the satisfaction of the City Solicitor..
Attached are copies of the organizers (GRFF) project overview, safety compliances and schedule.
FINANCIAL IMPLICATIONS:
None. All costs of this event shall be borne by the GRFF and Waterloo Regional Children’s
Museum. No costs shall be borne by the City.

Indie Lounge overview
Indie Lounge was developed as a professional symposium to support the Grand River
region’s burgeoning independent film community with professional, quality workshops,
lectures, panels and demonstrations.
Guest lecturers at Indie Lounge 2008 included acclaimed Canadian cinematographer
Derek Vanlint, director of photography for Ridley Scott’s blockbuster movie Alien, and
Hollywood insider J.F. Lawton, whose film credits include Pretty Woman, Under Siege,
Chain Reaction, V.I.P. and the stunning indie film Jackson, which also screened at
GRFF.
Indie Lounge sets forth the following goals:
To gather local filmmakers, videographers, media producers, media students and
others interested in any aspect of filmmaking to learn new and advanced skills
and information
To explore opportunities to grow careers and media industry in the Grand River
region
To network with like-minded local filmmakers and producers at all stages in their
careers
To discuss and find ways to overcome obstacles to building media careers in this
region
To celebrate our achievements and share winning strategies for career
development
To promote this region through quality filmmaking and videography
To set groundwork for regular and larger symposia for film and media
professionals in this community
In its inaugural year, Indie Lounge was brought to life by a handful of board members at
Ed Video Media Arts Centre in Guelph, working in conjunction with GRFF. Support also
came from the Multicultural Cinema Club in Kitchener.
This year, Indie Lounge 09 is being presented under full auspices of GRRF, with
planning leadership in the hands of Multicultural Cinema Club. Additional planning and
support comes from Ed Video, mpGO (Media Producers Group of Ontario), Waterloo
Festival of Animated Cinema and Sharpcuts Guelph Indie Music and Film Festival.
In addition this year, Indie Lounge has established a special student discount price and is
working with media studies classes at University of Waterloo, Wilfrid Laurier University
and Conestoga College as well as both public and separate high school boards to give
bright young people an opportunity to mingle, network and learn from professionals.
Safety Compliances
Contingent on City of Kitchener approval for closing King Street for between 11 a.m. and
1 p.m. on Sunday October 25 for the purpose of the two proposed action film stunt
demonstrations, Grand River Film Festival and Indie Lounge along with Reel Stunts
Productions will ensure proper precautions for safety of all participants as well as general
public.
Public safety:
Standard crowd control barriers such as the city uses for events like Kitchener Blues
Festival will be adequate at each end of the stunt demonstration area. GRRF/Indie
Lounge will comply appropriately with City of Kitchener requirements in this matter.
Police presence:
GRRF/Indie Lounge will consult with Waterloo Regional Police to determine appropriate
presence at the event and comply accordingly.
Fire safety:
The fire stunt will take place in an open area on King Street, unobstructed by vehicles or
overhead fire hazards.
Reel Stunts Productions will provide fire safety with two additional crew members on
standby with fire extinguishers, standard procedure on film shoots. They will douse the
flames approximately 45 seconds to one minute after the stuntman is lit up.
Should City of Kitchener require city firefighters on standby, GRFF/Indie Lounge will
comply accordingly
Medical safety:
GRFF/Indie Lounge will arrange for ambulance and paramedics on standby for the stunts
in case of injury.
