SUBJECT:
CIS (TAX/UTILITY BILLING SYSTEM) CONSULTANT -
CONTRACT EXTENSION
RECOMMENDATION:
THAT the contract for the CIS consultant (John Little) be extended by six months to the end of
June, 2010.
AND FURTHER THAT the cost of this extension be funded through the capital budget for CIS.
BACKGROUND:
In April Council approved report FIN 09-046 which provided for the extension of the contract for
the CIS consultant (John Little) to the end of 2009.
In September Council also approved FIN 09-118 which provided for consultant services –
Corporate Technology Strategic Plan. Included in the consulting services which were approved
is Phase 2 – CIS Business Application Assessment.
REPORT:
Phase 2 – CIS Business Application Assessment which involves a detailed assessment of
Kitchener’s tax and utility billing system is not expected to be completed until spring of 2010.
John Little provides consulting support to CIS, in particular in the area of the Gas Distribution
Access Rules (GDAR). The CIS steering committee is recommending that John Little’s support
to CIS should continue until the outcome of the assessment is known and the future direction of
CIS can be established.

FINANCIAL IMPLICATIONS:
The approximate cost of a 6 month extension of the CIS consultant is $100,000, which can be
funded through the capital budget for CIS.
