Submitted By: John McBride, Director of Transportation Planning
Prepared By: Dave Seller, Traffic Technologist (741-2369)
Ward(s) Involved: Chicopee -Grand River (2)
Date of Report: 2009 November 10
Report No.: DTS-09-165
Subject: ON-STREET PARKING REGULATIONS -HERITAGE DRIVE
RECOMMENDATIONS:
That on-street parking be prohibited at anytime on the south side of Heritage Drive between
Lorraine Avenue and Indian Road; and further,
That on-street parking be permitted for three (3) consecutive hours on the north side of
Heritage Drive between Lorraine Avenue and Indian Road; and further,
That stopping be prohibited Monday to Friday between the hours of 8:00 a.m. to 4:30 p.m. on
the north side of Heritage Drive between Indian Road and the easterly intersection of
Oakhurst Crescent; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
In 1994, traffic calming measures were installed on Heritage Drive in order to address concerns
that were raised about speeding. A series of curb extensions were installed shortly before the
road reopened from its temporary closure in March 1993. Currently, parking is prohibited on
Heritage Drive on alternating sides of the street between Lorraine Avenue and Indian Road, due
to the existing curb extensions.
REPORT:
Through DTS 08-188, Council has approved the removal of the road narrowings and traffic
nodes on Heritage Drive between Lorraine Avenue and the easterly intersection of Oakhurst
Crescent. Upon the restoration of the original roadway width, a series of speed humps are to be
3-1
installed on Heritage Drive. This roadway restoration has necessitated a review of the on-street
parking regulations on Heritage Drive.
Accordingly, Transportation Planning has notified the residents of Heritage Drive of a
recommended parking plan for their roadway. With the original roadway width restored, it is
recommended that parking be limited to one side of Heritage Drive. In an effort to maximize on-
street parking availability, it has been determined that parking should be permitted on the north
side of Heritage Drive, while parking be prohibited at any time on the south side of Heritage
Drive. A "No Stopping Zone" is proposed within a school zone in accordance with the City's by-
law between the hours of 8:00 a.m. to 4:30 p.m. on the north side of Heritage Drive between Indian
Road and the easterly intersection of Oakhurst Crescent.
Residents were provided a letter advising of this recommended parking plan and no objections
or concerns were received.
The proposed on-street parking regulations will result in a total on-street parking supply of
approximately ten (10) spaces.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installations and sign removals for the roadway is $500 and will
betaken from the existing sign maintenance budget.
COMMUNICATIONS:
Residents of Heritage Drive were informed of the proposed parking changes in September
2009. No objections and/or concerns were received.
