HomeMy WebLinkAboutDTS-09-172 - Springdale Sanitary Sewer - Easement RequirementJ KITC~~R De~elopment& Technical5ervrces REPORT T0: Development and Technical Services Committee DATE OF MEETING: November 16, 2009 SUBMITTED BY: Steve Allen, Manager Design and Approvals PREPARED BY: Steve Allen, Manager Design and Approvals (741-2584) WARD(S) INVOLVED: Ward #1 DATE OF REPORT: November 10, 2009 REPORT NO.: DTS-09-172 SUBJECT: SPRINGDALE SANITARY SEWER EASEMENT REQUIREMENT RECOMMENDATION: That Legal Services be directed to acquire a 6.0 metre wide easement across 36 Springdale Drive and 68 Lang Crescent, for the construction of the Springdale Sanitary Sewer, at a purchase price not to exceed $26,700 plus the cost of the reference plan and all the incidental costs associated with the transaction; said easement to be described on a reference plan; and further, That the Mayor and Clerk be authorized to execute the necessary documentation to effect the transfer of easement. BACKGROUND: The Springdale Sanitary Sewer project has been initiated to address the operational issues associated with the existing Springdale Sanitary Pumping Station following the findings of the 2009 Springdale Sanitary Pumping Station Replacement Schedule B Class Environmental Assessment prepared by MTE Consultants Inc. The recommended improvements include decommissioning of the existing pumping station and the installation of a new gravity sewer from Springdale Drive to General Place. Easements will be required for the portion of the sewer that crosses the privately owned lands. REPORT: The recommendations of the Springdale Sanitary Pumping Station Replacement Schedule B Class Environmental Assessment propose the installation of a new gravity sewer from Springdale Drive to General Place. The route of the new sewer is within City of Kitchener property and two private properties located at 36 Springdale Drive and 68 Lang Crescent. Staff have been in discussion with the property owners and have received indications that they are 4-1 willing to enter into a formal agreement. The construction of sewers through the proposed easements will be completed using trenchless methods. Construction is tentatively scheduled to start December 7, 2009. FINANCIAL IMPLICATIONS: Purchase costs, reference plan expenses, registration of the easement costs and all incidental costs associated with this transaction are to be paid by the City of Kitchener out of the Lift Station Replacement Account. COMMUNICATIONS: N/A CONCLUSION: Staff recommends that the City acquires the easement through 36 Springdale Drive and 68 Lang Crescent in order to install the sanitary sewer.
