SUBJECT: COMMERCIAL ZONE REGULATIONS

At the September 14t" , 2009 Development and Technical Services Committee meeting, several
residents expressed concern with respect to a commercial business, which is located close to
their homes. Their primary concerns are noise and automobile emissions generated by the
business.
The automotive repair business that the residents spoke about, has site plan approval and
conforms to the C-6 zoning on the site. Staff was requested at the September 14t" meeting to
return to Committee with information as to how this kind of situation could be mitigated in the
future.
Staff is proposing to review regulations in commercial zones adjacent to residential uses and
determine if increased setbacks and/or specifications with respect to the location of windows
and doors should be established in the zoning regulations. Staff is also going to investigate
restricting outdoor operations for uses such as automotive repair. Recommendations will be
brought back to Committee as part of the next Housekeeping By-law or as a separate city
initiated amendment by April of 2010. This will allow time for consultation with affected
businesses/landowners in the commercial zones, if required.
