BACKGROUND: In January 2006, Council approved the hiring of a second AMANDA Systems Administrator (SA) on a 3 year contract basis to complement the one existing AMANDA SA. In addition, staff were requested to undertake a review of the impact of the additional resource prior to the end of the 3-year term and provide a recommendation with regard to continuing the position. The contract SA was eventually hired in January of 2007, and is located within the Building Enterprise. The person filling the position is a full time employee who transferred from the Operations Division. The contract position expires in December of this year. REPORT: It is staff's position that the addition of the second AMANDA SA has resulted in significant progress in advancing the system corporately. System user feedback has been extremely positive. In addition, a comprehensive 5 year workplan for the system has been developed, that will allow the Corporation to experience the full potential of the system, including a significant positive impact on external and internal customer service. This workplan is only achievable with the continuation of the second SA position. IF1-1 Currently, the Building Division has three vacant Municipal Building Official positions that are to remain vacant until such time as the need arises to fill the positions. These positions were approved in 2005 when the Building Enterprise was preparing for Bill 124 readiness and are already included in the overall FTE count for the Corporation. As such, one of the three vacant MBO positions will be reassigned to convert the AMANDA Systems Analyst from temporary contract to permanent status. This conversion will not result in a change in the existing FTE count of the Building Enterprise or the Corporation. In terms of communication, Peter Armbruster, Waterloo Region Homebuilder's Liaison Chair (Kitchener) is aware of this change and does not object to this direction. FINANCIAL IMPLICATIONS: This position reassignment will have no net impact on the Building Division's Operating Budget.
