HomeMy WebLinkAboutHeritage - 2009-11-03HERITAGE KITCHENER MINUTES NOVEMBER 3, 2009 CITY OF KITCHENER The Heritage Kitchener Committee met this date, commencing at 4:05 p.m. Present: Mr. K. Kirby -Chair Ms. E. Gallaher, Ms. L. Brohman, and Mr. J. Ariens. Councillor J. Gazzola was in attendance for part of the meeting. Staff: M. Wade, Heritage Planner Y. DTS-09-161 -HERITAGE PERMIT APPLICATION HPA 2009-V-013 - 279 QUEEN STREET SOUTH - PROPOSED DEMOLITION OF A FIVE-BAY PARKING GARAGE The Committee considered Development and Technical Services Department report DTS-09- 161, dated October 20, 2009 regarding Heritage Permit Application HPA 2009-V-013 recommending the demolition of a five-bay parking garage at 279 Queen Street South. Ms. Y. Westerveld Cardoso reviewed the report. Ms. Melanie Reist, Applicant was in attendance in support of the staff recommendation. On motion by Mr. J. Ariens - itwas resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA 2009-V-013 (279 Queen Street South), be approved to permit the demolition of a five-bay parking garage in accordance with the information submitted with the application and subject to the following condition: i. That photo documentation of the garage be undertaken in accordance with the City's Photo Documentation and Recording Guidelines, and submitted to Heritage Planning staff prior to issuance of a building permit." 2. DTS-09-159 -HERITAGE PERMIT APPLICATION HPA 2009-IV-012 - 307 QUEEN STREET SOUTH - PROPOSED WINDOW REPLACEMENT PROGRAM The Committee considered Development and Technical Services Department report DTS-09- 159, dated October 21, 2009 regarding Heritage Permit Application HPA 2009-IV-012 proposing the replacement of the existing wooden windows with vinyl windows at 307 Queen Street South (Bread & Roses Cooperative Homes Inc.). Ms. M. Wade reviewed the report and advised that the new vinyl windows will be manufactured in accordance with the specifications prepared by Kleinfeldt Consultants Ltd. dated May 2008 and the shop drawings prepared by Regal Windows & Doors Systems Inc. dated September 10, 2009. Ms. Sabine Behnk, Bread & Roses Housing Corporation Inc. and Mr. Leo Ferreira, Kleinfeldt Consultants Ltd. addressed the Committee in support of HPA 2009-IV-012. In response to questions regarding the potential impact the new windows my have on the capped window sills, Ms. Behnk stated that their installation should not alter or disturb the existing sills or capping. Mr. Ferreira advised that he has no concerns regarding staff's request to view the installation of one window to ensure that it has been manufactured in accordance with the agreed upon specifications. He noted that this type of request is standard for projects of this nature. It was noted that any recommendation arising from the Committee regarding this matter would be processed by staff through delegated approval authority. On motion by Ms. E. DTS-09-159 -HERITAGE PERMIT APPLICATION HPA 2009-IV-012 - 307 QUEEN STREET SOUTH - PROPOSED WINDOW REPLACEMENT PROGRAM (CONT'DI "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA 2009-IV-012 (307 Queen Street South), be approved to permit the replacement of the existing wooden windows with vinyl windows, in accordance with specifications prepared by Kleinfeldt Consultants Limited dated May 2008 and the shop drawings prepared by Regal Windows & Doors Systems Inc. dated September 10, 2009, subject to the following conditions: i. That the final shop drawings for the windows, trim and accessories be reviewed and heritage clearance issued by Heritage Planning staff prior to installation; and further, That one sample window, identified as W11 on Drawing No. 1 dated May 2008 submitted with HPA 2007-IV-009, be installed and heritage clearance issued by Heritage Planning staff prior to the installation of the remaining replacement windows." Councillor J. Gazzola left the meeting at this time and quorum was lost. 3. UPDATE - ST. MARY'S HERITAGE CONSERVATION DISTRICT (HCD) VETERANS' GREEN PROJECT Ms. Y. Westerveld Cardoso provided an update on the progress of the Veterans' Green Project, noting that it should be completed in time for the Remembrance Day ceremony. She added that invitations to that ceremony were sent out to the residents of the St. Mary's Heritage Conservation District and the City's Marketing Division will be putting out a formal media release inviting the public to attend. On behalf of the Committee, Mr. K. Kirby thanked Ms. Westerveld Cardoso for all of her hard work in completing this project. He commented that planning for the Remembrance Day ceremony is almost complete, noting that representatives from the Royal Canadian Legion have agreed to attend. 4. UPDATE - DEFERRAL OF THE MIKE WAGNER HERITAGE AWARDS Ms. M. Wade advised that at the October 13, 2009 Council meeting, staff presented additional information respecting a discussion held with Ms. Pat Wagner and the review by Heritage Kitchener of the proposed deferral and plan for future award presentations. She stated that after considering this information, Council resolved to defer presentation of the next scheduled Mike Wagner Heritage Awards to October 2011. She noted that the Committee's input would be sought when staff undertakes its review of the award program. 5. 2010 HERITAGE KITCHENER MEETING SCHEDULE The Committee was in receipt this date of a draft copy of the 2010 Heritage Kitchener meeting schedule. Mr. C. Goodeve advised that the schedule could not yet be finalized as the Province has proposed possible changes to the date of the Municipal Election. 6. HERITAGE KITCHENER WORK PLAN - 2010 HERITAGE SHOWCASE Ms. M. Wade stated that the sub-committee responsible for preparing the Committee's display for the 2010 Heritage Showcase will be meeting shortly to begin their preparations. She encouraged all members to submit idea's forthe display. 7. MAYOR'S ADVISORY COUNCIL FOR KITCHENERSENIORS (MACKS) REQUEST Mr. K. Kirby advised that following the Compass Kitchener All Advisory Committee gathering, he was approached by members of the Mayor's Advisory Council for Kitchener Seniors (MACKS) to suggest someone with a heritage background to attend their committee meetings. MAYOR'S ADVISORY COUNCIL FOR KITCHENER SENIORS REQUEST (CONT'DI He noted that he approached Ms. Gallaher and she has agreed to put forward an application to become a member of MACKS representing heritage issues. 8. DTS-09-160 -REVIEW OF THE PROCESS FOR LISTING NON-DESIGNATED PROPERTIES OF CULTURAL HERITAGE VALUE OR INTEREST ON THE MUNICIPAL HERITAGE REGISTER (MHR) The Committee considered Development and Technical Services Department report DTS-09- 160, dated October 21, 2009 regarding the modifications to the 4-Step process of listing properties on the Municipal Heritage Register (MHR). Ms. M. Wade reviewed the report and advised that these modifications would allow Heritage Planning staff and/or Heritage Kitchener members to complete Step 1 and Step 2 of the listing process. Ms. Wade further advised that for properties where features are not visible from the public realm, a letter is mailed to the owner requesting permission to access the property for the purpose of conducting an evaluation; however, there are 10 properties for which access to has been requested and ignored. She stated that in these situations where compelling evidence suggests that a property may be of cultural heritage value or interest staff are proposing to proceed with the listing process. She further requested that members refrain from contacting the property owners themselves, noting the potential liability issues associate with not having City staff contact the property owners. In response to questions, Ms. Wade advised that currently completion of Step 1 and 2 rely solely on the volunteer hours of Committee members, noting that time limitations have proved challenging to this process. Accordingly, modifying Step 1 would enable staff to also complete field team evaluations, and the modifications to Step 2 would allow staff to review the field team evaluations and short-list properties for consideration with or without the participation of Committee members. She assured the Committee that they would continue to be invited to participate in the listing process and that all shortlisted properties would be brought forward to Heritage Kitchener for discussion and consideration. She noted that these modifications would assist in bringing more properties forward for listing on the MHR. The Committee expressed general support for the modifications to the 4 step listing process. Several members spoke to the benefits that can be gained through personal contact with property owners, but acknowledged that in certain instances this involves entering a private property without permission. It was noted that the following recommendation would be advanced to Council indicating that it was considered without a quorum in attendance. On motion by Mr. J. Ariens - itwas resolved: "That the modified Municipal Heritage Register Four Step Listing Process outlined in Development Technical Services Department report DTS-09-160, be approved to allow Heritage Planning staff and/or members of Heritage Kitchener to complete Steps 1 and 2; and further, That Heritage Planning staff be directed to proceed with the Four Step Listing Process for those properties where sufficient historic documentation in the form of photographs and/or research is available to confirm the cultural heritage value or interest associated with the property." 9.
