SUBJECT: Water Street and Francis Street Reconstruction
P.O. Extension for Consultant Services -
McCormick Rankin Corporation (MRC)
RECOMMENDATION:
That Council approve the extension of the original purchase order to McCormick Rankin
Corporation in the amount of $13,029.40 (includes GST) to cover additional design and
construction services related to the Water and Francis Streets reconstruction project.
BACKGROUND:
The Engineering Services Division administers road and sewer / watermain reconstruction
projects as part of the City's accelerated infrastructure replacement program where,
underground services are replaced based age and condition.
In December 2005, an engineering agreement was executed between the City of Kitchener and
McCormick Rankin to complete the design and construction administration of the Water /
Francis Street reconstruction project. This agreement was signed in accordance with the terms
and conditions noted in Expression of Interest (E05-028) for Consultant Services, dated April
2005, at an initial estimate of $124,999.99 including contingency, plus GST.
As a result of increased scope of work, design complexities and additional working days (40) for
construction, the consultant's fee was extended to $206,253.90 including contingency, plus
GST.
REPORT:
In 2008, Council awarded tender T07-098, Water Street North and Francis Street North
Reconstruction to Clearway Construction Inc. of Concord, ON. Clearway commenced
construction in the spring of 2008 and completed the project later that fall.

During construction, it was determined that there was additional design work required from
McCormick Rankin, and their subconsultant, Lumar Fire Protection Inc, to reconfigure a
separate water l fire service to 53 Water Street North, Alexandria Apartments. Through
consultation with the property representative, Lumar initiated a redesign of the building's internal
fire protection system where, the existing water service (secondary) became obsolete and
reworked internally. Lumar completed both, the design and construction aspects of this work.
