APPRa/AL OF TI-E REIASED E]VIARONM7VTAL OOMNTTEF TEF~IVIS OF ONCE The Committee considered the remised draft of Cax~cil Policy I-100 (Envirom~ental Committee Terris of Reference), dated Deoerr~ber 2009 which was developed in accordance with the reoorrrr~ndations arising from the all Advisory Corr7rittee Review oa~ck.~ed by Ca~rpass FCitd~erier. Ms. C. Musselrr~n grid Nr. C. Goodeve revien,c~l the revised Terms of Reference. Nbrrt~ers generally e~ressed s~.~port for the draft Terris of Refererioe, suggesting minor revisions to its fomret. In addition, the Committee agreed to amend Item 2.1 to indude additional infomriaticn requiring it to report cn d~a~ges in scope grid priority. On motion by Nr. In response to questions regardng the anti-idling rrxes, Ms. Musselrr~n spoke to the difficulty of undertaking quantitative rrxerr~ents to detemrine the efifectiveness of the approxirreteay 300 arti-idling signs installed in the Gty of Kitd~ener. She panted out that the Gty of Carr~bridge?s Anti-Idling By-Law or>ly prohibits vehide idling in the arms where Kitd has already installed its anti-iding signs. She Hated that public education needs to be a significant oorrpa-~-it of any strategy aimed at reduang vet7de idling. 3. UPDATE FROM THE 15TM UNTED NATIONS CLJM4TE CHANGE (COP15) IN The Committee was in receipt of a resdution adopted by the Federation of Canacian Mur>idpalities (FCM) at its National Board of Directors rr>e~irig in 2009. The resdution urges the federal goverr~rr~ent to recognize the important role that rrx.nidpalities play in providing practical local solutions for redudng gree~ouse gas emissions. In addition, it egresses FCMs support for the C~verrrr~ent of Canada s oorrrrrtrr~ent to achieve a deal with r~l m~anirigful action at the 15th United Nations Gimiate G~arige Confererioe (COP15) in Copenhagen, Derrr~rlc Co~.ncillor B. ~/ttcanovic provided an update to the Committee on the progress of the Gimiate G~arige Conference from Copenl-ngen via Skype (Intern Teaeoorr~ni...nication Conferencing). F-le advised that dscussions have been ongoing to negotiate temps grid conditions of a rev global dimiate d~arige agreement. In response to questions on hav local goverrrna-7ts can reduce g-eer>house gas emissions, Ca,ncillor VFbanavic advised that K~td~ner has taken Beat strides to reduce emissions, which include: a Caxxal policy indicating that futu-e City holdings are to be built to Lip in Energy grid ErMrom~ental Design (LEER) Gold standard; the sdar roof on the Central N~inter~anoe Faality (GIVE); pu-d~asing hybrid cars; ongoing sl,pport for the F~sidential Energy EfFdency Prog'am (KEEP) and car-sharing r~fina~k; and, the Citys initiatives to raise awareness regarding the negative impacts aF vehicle idling. Ca,ncillor Vrbariavic oorm~ented that COP15 will make history inswing a futu-e global agenda on climate change. Cn behalf aF the Committee, Nr. B. NbCdl thanked M-. D. Mxray far his work to enable the Committee to receive this update from Caxicillor Vrbariavic. 4. IMRODU(:TION OF THE 14TCF~E]~ER NAll1RAL F~ERITAGE SYSTEMS OFRgAL PLAN REVIEW The Committee considered the work prog'am for the K~td~ner Natu-al Heritage Systems revie~r (14WIS), dated Deoemba- 2009 which is being undertaken to ensue that K~td~er's r~vv Offidal Plan is consistent with the Provir>aal Policy Statement issued under the Flaming Att grid the Region aF VV~terioo Offidal Plan hY developing pdides far the protection aF the Citys significant rratual heritage featues. IVIs. C. M,~sselman gave a presentation hidlighting the key factors grid timelines for the completion aF the 14WIS. She outlined that the project includes developing an inventory list aF local, regional grid provir>aal rratual heritage erMrom~er7tal featues grid systems in K~td~ner, with a goal aF erMrom~er7tal oor~servation. She advised that the development aF the 44V-I.S will rely on the use aF e~asting data contained in the Citys Geog-aphical Infom~rtion Systems (GIS), rather than acquiring new data or ooridc~cting extensive field suveys. The project is expected to coca- in several phases and its initial work will invdve: acquiring rratual heritage date assembling grid evaluating the compiled data grid mappir~ crafting pdides far erMrom~er7tal oor~servation, restoration grid rr~rragerr~er~t to be implemented through K~td~er's nEw Offidal Plan. She added that thework prop-am includes d~ailed de~cxiptions for each task that will be p<xsued, noting that staff antidpates completing this project hY June 2010. IVY. M,~elrr~n asked the members to identify any pressing issues or oorioerr~s that should be adcl~essed hY the 14WIS; arid, requested feecbad< on the most critical d~jectives, outcomes or results that the Commttee would like this project to achieve. M..asselman outlined that the 14VHS would work in oorju~ction with the Citys other related projects, such as the DesigYated C~eenFeld Area Assessment, Transportation Nester Plan grid the Parks Nester Plan. She estimated that the Inventory list of rratual heritage featues based on e~asting mapping infom~ation would be completed hY Jarx,~y 2010. NhC',dl provided an cpdate on the proposed timing for the Victoria Park Lake Rerriediation Capital project.
