BACKGROUND: Transportation Planning has received a request to review the existing traffic operation along Bell Lane between College Street and Water Street North. The request cited safety concerns during the unloading of supplies from delivery vehicles to local businesses. REPORT: Currently, Bell Lane between College Street and Water Street North is operating as a two-way roadway. There is an existing 15 minute loading zone (8:00 a.m. - 9:00 p.m.) on the north side of Bell Lane near Water Street North. Accordingly, Transportation Planning has notified the residents/businesses abutting Bell Lane between College Street and Water Street North of the proposed one-way conversion for their roadway. The conversion of Bell Lane to cone-way eastbound operation will improve access for delivery vehicles and provide safer traffic operations with the increase to delivery vehicle traffic and residential traffic along this lane. In order to take a proactive approach to improving public safety and addressing concerns that were raised, Transportation Planning delivered surveys to the affected residents/businesses 2-1 abutting Bell Lane, requesting their opinion regarding a proposal to convert Bell Lane to a one- way eastbound operation. The survey results are as follows: Surveys delivered: 52 In favour of converting Bell Lane to a one-way operation 8 (73% of responses) Opposed to converting Bell Lane to a one-way operation 3 (27% of responses TOTAL 11 (52 surveyed = 21 % responded) As indicated above, eight (8) out of eleven (11) respondents, or 73%, are in favour of the proposal to convert Bell Lane to cone-way eastbound operation. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $1,500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: Residents/Businesses abutting Bell Lane were informed of the proposed parking changes in October 2009. DS Attach.
