DELEGATION OF CERTIFIER FOR THE ACCESSIBILITY
FOR ONTARIANS WITH DISABILITIES ACT (AODA)
RECOMMENDATION:
That the CAO, or their designate, be authorized to act as the Certifier, for the Corporation
of the City of Kitchener, and file accessibility reports as required under the Accessibility
for Ontarians with Disabilities Act (AODA).
BACKGROUND:
The Accessibility for Ontarians with Disabilities Act, 2005 (AODA) was created to develop,
implement and enforce standards for accessibility related to goods, services, facilities,
employment and buildings. The first standard under the AODA is the Accessibility Standards for
Customer Service. Under this Standard, obligated organizations must comply with the
requirements and report on compliance.
REPORT:
The Accessibility Report on the Accessibility Standard for Customer Service is to be filed using
the Accessibility Directorate of Ontario’s Accessibility Compliance Reporting (ACR) online
program. The ACR has designated roles including a Certifier. The Certifier will be required to
confirm that the information provided in the accessibility report is accurate, and they will then
certify and submit the report. The Certifier must be a person with the authority to bind the
organization.
The ACR also includes an Administrator role. This role provides the organization with the option
of having someone other than the Certifier access ACR, update information and complete the
accessibility report. The Administrator will not be able to certify or submit the accessibility report
on behalf of the organization.

Each department designated as a lead with each of the Standards (this includes Community
Services, Communications, Building and Human Resources) will designate a staff lead to act as
an Administrator. Each Administrator will complete the required report. This report will then be
vetted through the Corporate Accessibility Steering Group (CASG) and then submitted to the
CAO for filing with the Accessibility Directorate of Ontario.
