PARKLAND DEDICATION - 131 GOODRICH DRIVE
(CONSOLIDATED MAINTENANCE FACILITY)
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute an authorization and direction to
accept the transferral of Lot 4, RC Plan No 1522 as part of the City’s parkland dedication
requirement pursuant to Condition No. 3 of the Ontario Municipal Board Order dated
November 24, 2008.
BACKGROUND:
Park dedication is a requirement of lot severance and through the Ontario Municipal Board
Order the owner was required to pay to the City of Kitchener a cash-in-lieu contribution for the
parkland dedication.
The property owner made an offer to include, as part of the required parkland dedication, a
parcel of land (approx 0.45 ha) that is adjacent to the property and forms part of ESPA 28
(Petrifying Springs) along the Grand River.
We accepted the offer of the land parcel to be included as part of the parkland dedication and
agreed on a reduction of the cash component based on hazard land values of $12,400/ha
resulting in a reduction of $5,000. The parkland dedication is now comprised of the land parcel
and $74,000.
FINANCIAL IMPLICATIONS:
Not applicable.

CONCLUSION:
We chose to accept the parcel of land because it forms a portion of the Petrifying Springs ESPA
along the Grand River and fulfills both a Municipal Plan policy objective (7.6i, to provide for the
long-term protection and preservation of significant natural areas) and Council’s direction to
acquire lands along the Grand River for community amenities.
