Gosse, Director of Legislated Services/City Clerk PREPARED BY: Patricia Harris, Manager of Licensing WARD(S) INVOLVED: DATE OF REPORT: January 12, 2010 REPORT NO.: CRPS-10-008 SUBJECT: AMEND CLAUSE 6 OF FINANCE & CORPORATE SERVICES COMMITTEE REPORT -PROPOSED NEW CHAPTER 544 (FIREWORKS) RECOMMENDATION: That Clause 6 of the Finance and Corporate Services Committee report [Fireworks Vendors] be amended by inserting in the first paragraph after the phrase "report CRPS-10-005" the following wording: "as amended by deleting subsection (c) Model Rocket Engines (Class 7.2.3) shown under "Fireworks" in section 1 (Definitions) of the by-law and changing subsection (d) to (c)" BACKGROUND: On Monday, January 11, 2010 a Public Meeting was held to discuss the repeal and replacement of Chapter 544 (Fireworks). Delegations were invited to attend or to voice any concerns that they may have in writing before the date of the meeting. REPORT: On Monday, January 11, 2010, Tom Ruggle, Chief Fire Prevention Officer received correspondence from Angelo Castellano, President of the Canadian Association of Rocketry voicing his concerns regarding including model rocket engines as part of the definition for fireworks. Mr. Castellano was concerned that this could hamper the hobbyists who are involved in the hobby of rocketry. Staff have determined that it is reasonable to remove this part of the definition as model rocket engines are very safe and stable. The rocket engines are typically held in very limited quantities by toy and hobby stores and are most often found to be sold in their original packaging.
