SUBJECT: E09-103 -Consultant Services -Southwest Urban Area
Studies /Community Master Planning
RECOMMENDATION:
That Expression of Interest E09-103, Consultant Services -Southwest Urban Area Studies /
Community Master Planning, be awarded to The Planning Partnership, Toronto, Ontario at their
estimated fee of $216,412.50, plus G.S.T. of $10,820.63, for a total of $227,233.13, based on a
satisfactory contract being negotiated and an upset fee being established, and further that the
Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
Part of the Kitchener Growth Management Plan (KGMP) approval includes Council direction to
proceed with several community-level studies for much of the west/southwest portion of the city
prior to any new development. These studies are intended to result in a decision on land use
(residential, employment, mixed use, open space, etc) for all of the subject area.
The subject area represents a significant amount of the remaining greenfield land supply in
Kitchener's City Urban Area. Although now is the time to complete major planning studies in
this area, it is not expected that all of the lands will develop immediately. The timing and
prioritization of development is subject to several considerations, including the next KGMP. The
intent is to work towards creating more urban, transit-supportive and environmentally-friendly
communities in this area.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established
consisting of A. Pinard, Interim Director of Planning, B. Sloan, Senior Planner, J. von
Westerholt, Senior Planner, J. McBride, Director of Transportation Planning, B. Korah, Manager
Development Engineering, and L. Gordon, Chief Purchasing Officer.
Expressions of interest were advertised in The Record, on The City of Kitchener Home Page
and on the Internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by eighteen (18)
interested parties, and by the closing date of Wednesday December 2nd, 2009, seven (7)
responses had been received.
The Review Committee met on Tuesday December 8th, 2009 to review the submissions. A
shortlist of four candidates was selected for further interviews. The Committee met on Tuesday
January 12th, 2010 to interview the shortlisted candidates. The Committee elected to award the
project to The Planning Partnership, Toronto, Ontario
