SUBJECT: ON-STREET PARKING -ROCK AVENUE
RECOMMENDATIONS:
That the existing `No Parking Monday to Friday from 9:00 am and 6:00 pm'
regulation be replaced with `No Parking Anytime' on the east side of Rock Avenue
from Belmont Lane to Earl Street; and further,
That the existing three (3J hour time limit on the west side of Rock Avenue from
Belmont Lane to Earl Street be reduced to one (1) hour; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request to review the existing on-street parking
regulations on Rock Avenue between Belmont Avenue and Earl Street. The request cited
concerns about vehicles parking along both sides of Rock Avenue creating visibility
issues and impeding two-way traffic along Rock Avenue, and suggested the removal of
a portion of the on-street parking.
REPORT:
The current on-street parking regulations on Rock Avenue between Belmont Avenue and
Earl Street as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138 are
as follows:
• West side of Rock Avenue -parking is permitted for three (3) consecutive
hours.
• East Side of Rock Avenue -parking is prohibited between 9:00 am and 6:00
pm.

In order to address this request, Transportation Planning surveyed the residents
regarding a proposal to prohibit on-street parking at anytime (instead of from 9:00 am -
6:OOpm) on the east side of Rock Avenue and on the west side from Belmont Lane to a
point 15 metres south thereof. (see attached diagram). Furthermore, it is proposed to
reduce the three (3) hour limit on the west side to a one (1) hour time limit at all times.
The resident survey results are as follows:
In favour of prohibiting parking on the east side and reducing the 3 hour limit to 1 hour time limit
on the west side of Rock Avenue, 2 (67%)
In favour of leaving the current regulation as is 1(33%)
TOTAL 3 (out of 8 - 38% responded)
Based on the results of the survey, Transportation Planning is recommending that parking
be prohibited at anytime on the east side of Rock Avenue, and furthermore, to reduce the
three (3) hour time limit to a one (1) hour time limit anytime on the west side of Rock
Avenue from Belmont Lane to Earl Street.
Additionally, Transportation Planning staff had communication with area residents prior to
the survey being mailed out, the results of the communication were five (5) of the eight (8)
residents supported the changes to the parking regulations. Two (2) of the respondents of
the survey were not available at the time of the initial communication.
FINANCIAL IMPLICATIONS:
The approximate cost for sign installation on the street will be $400. These funds will be
procured from the existing sign maintenance budget.
