HomeMy WebLinkAboutFIN-10-014 - E09-106 - Consultant Services - Grand river Slope Stabilization:l • REPORT TO: Mayor Carl Zehr & Members of Council DATE OF MEETING: 2010-02-01 SUBMITTED BY: Larry Gordon, Chief Purchasing Officer PREPARED BY: Larry Gordon, Chief Purchasing Officer (2214) WARD(S) INVOLVED: 2 DATE OF REPORT: 2010-01-25 REPORT NO: FIN 10-014 SUBJECT: E09-106 -Consultant Services -Grand River Slope Stabilization RECOMMENDATION: That Expression of Interest E09-106, Consultant Services -Grand River Slope Stabilization, be awarded to MTE Consultants Inc., Kitchener at their estimated fee of $266,958., including a contingency of $24,269., plus G.S.T. of $13,348. for a total of $280,306., based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The Grand River Slope Stabilization project has been initiated to address erosion issues on the bank of the Grand River, near the Chicopee Vale subdivision identified in a previous study. Both the toe of the slope and the upper few meters of slope have experienced, and continue to experience, active erosion. Although sudden slope failure is not expected and the risk to property of the residents is low, it was identified as an area of concern and the purpose of the original study was to evaluate and recommend a preferred strategy to provide slope protection for this area. The project scope includes an addendum to the original Environmental Assessment, detailed design and contract administration. It is anticipated that construction will commence in the fall of 2010. 1 ii) - 1 REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of K. Mick, Design Engineer, B. Bishop, Construction Project Manager, D. Lupsa, Engineering Technologist, C. Musselman, Senior Environmental Planner, and L. Gordon, Chief Purchasing Officer. Expressions of interest were advertised in The Record, on The City of Kitchener Home Page and on the Internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by fourteen (14) interested parties, and by the closing date of Friday December 18th, 2009, seven (7) responses had been received. The Review Committee met on Thursday January 7th, 2010 to review the submissions and a shortlist of four candidates was selected for further interviews. The Committee met on Monday January 18th, 2010 to interview the shortlisted candidates. The Committee elected to award the project to MTE Consultants Inc., Kitchener. A listing of the responding parties follows for your reference.
