SUBJECT: E09-093 -Consultant Services -Homer Watson Sanitary Pumping
Station Upgrades
RECOMMENDATION:
That Expression of Interest E09-093, Consultant Services -Homer Watson Sanitary Pumping
Station Upgrades, be awarded to Associated Engineering (Ont.) Ltd., Toronto, Ontario at their
estimated fee of $523,469.77, including a contingency of $47,588.16 plus G.S.T. of $26,173.49
for a total of $549,643.26, based on a satisfactory contract being negotiated and an upset fee
being established, and further that the Mayor and City Clerk be authorized to execute an
agreement satisfactory to the City Solicitor.
BACKGROUND:
The City's 2009 Development Charge background studies had identified the need to upgrade
the Homer Watson Pumping station in order to provide wastewater servicing for the Doon South
Community Plan area and the surrounding lands.
This project involves pump upgrades and the construction of a one-hour emergency storage
tank in accordance with the City of Kitchener standard. The consultant has to complete the
detailed design, contract administration and Inspection services for Homer Watson SPS.
REPORT:
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established
consisting of B. Korah, Manager of Development Engineering, S. Daniel, Engineering
Technologist, B. Dubrick, Operations Supervisor (Sewer), C. Banks, Operations Supervisor
(Sewer), and L. Gordon, Director of Supply Services.
Expressions of interest were advertised in The Record, on The City of Kitchener Home Page
and on the Internet through the Ontario Public Buyers Association Electronic Tendering
Information System relative to this project. Documents were downloaded by eleven (11)
interested parties, and by the closing date of Thursday October 15th, 2009, ten (10) responses
had been received.
The Review Committee met on Tuesday October 27th, 2009 to review the submissions and a
shortlist of four candidates was selected for further interviews. The Committee met on Tuesday
November 17th, 2009 to interview the shortlisted candidates. A second round of interviews was
held with all four candidates on January 13th, 2010. The Committee elected to award the project
to Associated Engineering (Ont.) Ltd., Toronto, Ontario.
