Kirby -Chair Councillor J. Gazzola, Ms. A. Oja, Ms. E. Gallaher, Ms. L. Brohman and Messrs. Z. Janecki, T. Benedict, J. Rice, and J. Ariens. Staff: L. Saunderson, Administrative Clerk DTS-10-014 -HERITAGE PERMIT APPLICATION HPA 2009-V-018 - 1221 DOON VILLAGE ROAD - PROPOSED WINDOW REPLACEMENT The Committee considered Development and Technical Services Department report DTS-10- 014, dated January 27, 2010 regarding Heritage Permit Application HPA 2009-V-018 recommending the replacement of 18 windows at 1221 Doon Village Road, which is located in the Upper Doon Heritage Conservation District (HCD). Ms. Y. Westerveld Cardoso reviewed the report and advised that the Applicant considered the guidelines set out in the Upper Doon HCD Plan for restoring window openings to their original size and using wood replacement window units. However, such compliance would be cost prohibitive in this instance, as it would require the interior ceilings to be raised for each window being replaced. She stated that the proposed new windows would not detract from the heritage character of the District and accordingly, staff are recommending approval of Heritage Permit Application HPA 2009-V-018. Mr. Doug Cornwell, Applicant, attended in support of the recommendation contained in report DTS-10-014 and advised that in order to communicate the intent of the proposed window retrofit, he installed one new sample window on the rear fapade. He noted that the sample window was manufactured by Golden Windows; however, as Golden Windows was not able to supply a prefabricated window to fit the slightly larger window openings found on the lower front fapade, he has opted to use windows manufactured by Regal Windows. Mr. Cornwell confirmed that Regal Windows is capable of supplying windows that will meet the same design specifications as the sample window, and can manufacture such windows to fit both window size openings. He advised that the windows feature a taupe 6/6 grille that is permanently affixed between the panes of glass, noting that he is unsure whether Regal Windows designs a window with a thicker grille. He added that he anticipates moving forward with this project in spring 2010. On motion by Mr. Z. Janecki - itwas resolved: "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA 2009-V-018 (1221 Doon Village Road), be approved to replace the existing wooden windows in accordance with the information submitted with the application, as attached to Development and Technical Services Department report DTS-10-014, and subject to the following conditions: i. that final shop drawings for the windows, trim, and accessories be reviewed and heritage clearance issued by Heritage Planning staff prior to installation; and further, ii. that one sample window on the lower front fapade be installed and heritage clearance issued by Heritage Planning staff prior to the installation of the remaining replacement windows." HERITAGE KITCHENER MINUTES FEBRUARY 2, 2010 - 8 - CITY OF KITCHENER 2. DTS-10-032 -HERITAGE PERMIT APPLICATION HPA 2010-IV-001 - 31, 35, 39 & 43 DAVID STREET (25 JOSEPH STREET) - PROPOSED DEMOLTION OF FOUR 4-UNIT BUILDINGS Mr. T. Benedict declared a conflict as he has been involved with the site plan approval process for the subject property. In addition, Mr. L. Robertson also declared a conflict as he is employed by a firm involved with this project; accordingly, neither member participated in any discussion or voting regarding this matter. The Committee considered Development and Technical Services Department report DTS-10- 032, dated January 20, 2010 regarding Heritage Permit Application HPA 2010-IV-001 recommending the demolition of four 4-unit buildings municipally addressed as 31, 35, 39 and 45 David Street, which are located on the same property as 25 Joseph Street. Mr. L. Bensason reviewed the report and advised that Kitchener Housing Inc. is seeking permission to demolish four 4-unit buildings municipally addressed 31, 35, 39 and 43 David Street. He added that structural and environmental assessments undertaken by MTE Consultant Inc. in 2009 concluded that the buildings exhibit varying degrees of deterioration caused by water infiltration and mould. He stated that though municipally addressed 31, 35, 39 and 43 David Street for the purpose of mail delivery and emergency services, the four buildings are legally part of the same property as 25 Joseph Street; which is designated under Part IV of the Ontario Heritage Act. He added that the subject buildings were constructed in 1993 prior to the establishment of the Victoria Park Heritage Conservation District and are not identified as heritage attributes in the designating by-law for 25 Joseph Street. He noted that staff are requesting photo documentation of the four buildings as a record to show the evolution of the property. Ms. Karen Kwiatkowski, General Manager, Kitchener Housing Inc. attended in support of the recommendation contained in report DTS-10-032. She confirmed that Kitchener Housing Inc. is proposing to build one structure housing 18 units, with the possibility of building a second 18 unit structure at some point in the future. She stated that the new structures would be located in the same area where the four buildings proposed to be demolished are currently situated. She noted that each structure would have a building footprint similar in size to two of the existing 4-unit buildings and will be design to be in keeping with the character of the Victoria Park Heritage Conservation District. It was noted that any recommendation regarding this matter would be considered at the February 8, 2010 special Council meeting. On motion by Mr. J. Ariens - itwas resolved: "That pursuant to Section 34 of the Ontario Heritage Act, Heritage Permit Application HPA 2010-IV-001, be approved to permit the demolition of four buildings municipally addressed 31, 35, 39 and 45 David Street, which are located on the same property as 25 Joseph Street, in accordance with the information submitted with the application, as attached to Development and Technical Services Department report DTS-10-032, and subject to the following condition: i. that photo documentation of the four buildings be undertaken in accordance with the City's Photo Documentation and Recording Guidelines, and submitted to heritage planning staff prior to issuance of a building permit." HERITAGE IMPACT ASSESSMENT (HIA) FOR THE LANG TANNING CO. SITE `B' - 189-204 JOSEPH STREET / 14 LINDEN AVENUE - REQUEST FOR FEEDBACK The Committee considered Francis Street Inc.'s Heritage Impact Assessment (HIA) for 189 - 204 Joseph Street / 14 Linden Avenue (former Lang Tanning Co. Site 'B'), dated December 23, 2009, prepared by E.R.A. Architects Inc. in accordance with the rehabilitation of the former Lang Tanning Co. complex. HERITAGE KITCHENER MINUTES FEBRUARY 2. 2010 - 9 - CITY OF KITCHENER 3. HERITAGE IMPACT ASSESSMENT (HIA) FOR THE LANG TANNING CO. SITE `B' - 189-204 JOSEPH STREET / 14 LINDEN AVENUE - REQUEST FOR FEEDBACK (CONT'D) Ms. M. Wade advised that an addendum HIA was developed for the former Lang Tanning Co. Site 'B', and circulated via e-mail to all members on January 29, 2010. She requested that members provide input and comments, which would be considered by staff when processing the HIA. Ms. Lana Sherman, Cadan Inc. and Messrs. Roland Rom Colthoff, Raw Design and Joey Giaimo, E.R.A. Architects, presented the HIA for the former Lang Tannery Co. Site 'B'. Mr. Rom Colthoff advised that the proposal for Site 'B' considers the retention of the smokestack and the removal of the buildings for the creation of parking to serve the main development at Site 'A' as well as a townhouse development adjacent to Oak Street. He estimated that approximately 640 parking spaces would be required to service the Tannery District. Mr. Giaimo advised that the proposal will be phased through ashort-term, medium-term and long- term vision for the site. He stated that the short-term vision will involve the retention of the smokestack and the removal of the buildings located on Site 'B' for the creation of at grade parking services. He added that the medium-term vision includes the relocation of the at grade parking services to a property in the vicinity of the Tannery District while the long-term vision for Site 'B' is implemented. This vision includes repairs to areas of the smokestack that are in a poor state or damaged during building removal. Mr. Giaimo outlined that the long-term vision for the site includes the construction of afive-storey parking structure, at the same height as the buildings on Site 'A', and one row of townhouses. In response to questions, Mr. Rom Colthoff advised that based on market demand and in order to support the new programming for the buildings at Site 'A', the minimum tenant driven parking ratio is 3 parking spaces for every 1,000 square feet of leasable space. He pointed out that Site 'A' has approximately 330,000 square feet of leasable space and therefore could require up to 990 parking spaces to meet the desired parking ratio. However, the long-term vision for Site 'B' proposes approximately 640 parking spaces, substantially lower than the desired number. He noted that parking services are intended to satisfy the requirements for Site 'A' tenants as well as their visitors. Ms. E. Gallaher provided the delegation and Heritage Planning staff with copies of a photograph of John A. Lang and family, for potential inclusion as part of the HIA's historical documentation. Mr. Giaimo advised that the bonded warehouse building was found to be in poor condition. The remaining buildings, the powerhouse, the hide house and the water softening building are generally in fair condition, although a majority of the windows are boarded up and masonry repairs are required. He noted that an attempt will be made to salvage some of the original building materials from the site. Mr. Giaimo spoke to the value of the industrial smokestack, noting that it is one of the last remaining original smokestacks within the Downtown and is representative of Kitchener's industrial heritage. He stated that in his opinion, this element meets the criteria for designation under Part IV of the Ontario Heritage Act, adding that similar to Site 'A', the smokestack designation is proposed to follow the completion of the development of Sites 'A' and 'B'. Members generally expressed support for the former Lang Tanning Co. Site 'B' HIA and put forward the following comments /suggestions: • retain aspects of the existing structures proposed for demolition, such as corner stones, and incorporate those features into the future use of Site 'B'; • concerns regarding a modern design being used for the proposed parking garage; • the design of the proposed parking garage should be sympathetic to the area's surrounding heritage attributes; • incorporate industrial artefacts into the design of Site 'B', as a means of commemorating the historic use of the property; and, • the designation of the smokestack under Part IV of the Ontario Heritage Act should take place immediately following the demolition of the other buildings on the site, given its historical significance. HERITAGE KITCHENER MINUTES FEBRUARY 2, 2010 -10 - CITY OF KITCHENER DTS-10-030 - 2009 HERITAGE PROGRESS REPORT The Committee considered Development and Technical Services Department report DTS-10- 030, dated January 20, 2010 outlining the work undertaken by both Heritage Kitchener and Heritage Planning staff in 2009, pursuant to the recommendation arising from Compass Kitchener's Advisory Committee Review. In addition, the Committee was in receipt this date of a presentation entitled "Heritage Update - 2009 Annual Review." Ms. M. Wade presented the progress report, highlighting the following items, which are listed on the Committee's 2009/2010 Work Plan: properties added to the Municipal Heritage Register (MHR); Heritage Permit Applications (HPA) processed through delegated approval authority; heritage awareness programs; financial incentives, such as Heritage Grants and Tax Refund programs; the various Planning Act and Ontario Heritage Act applications processed in 2009; and, the assortment of major projects undertaken over the past year. She noted that staff anticipates presenting the progress report to Council in February 2010 in recognition of Heritage Day on February 15, 2010. 2010 HERITAGE SHOWCASE REPORT Ms. M. Wade advised that Heritage Kitchener has been registered to have a booth at the 2010 Heritage Showcase to be held at the Conestoga Mall on Saturday, February 13, 2010. She stated that this event is hosted concurrent with Heritage Day and provides an opportunity for local heritage groups and committees from across Waterloo Region to come together to celebrate /educate the public about local heritage. She added that booths are to be set up between 7:30 a. m. and 9:15 a. m. on February 13, 2010 and are on display until 5:00 p. m. that day. She then circulated asign-up sheet and requested volunteers to work at the Committee's Heritage Day Showcase Booth. UPDATE - LISTING OF NON-DESIGNATED PROPERTY OF CULTURAL HERITAGE VALUE /INTEREST ON THE MUNICIPAL HERITAGE REGISTER (MHR) Ms. M. Wade provided an update regarding the status of the 18 properties recommended by Heritage Kitchener for listing on the Municipal Heritage Register (MHR) as non-designated properties of cultural heritage value or interest. She advised that at the request of the various owners, Council resolved not to include the following properties on the MHR: 25 Mill Street; 120 Victoria Street South (Huck Glove Company); 127 Victoria Street South; and, 130 Victoria Street South. In addition, at the request of Heritage Planning staff, Council agreed to refer consideration of adding 111 Ahrens Street West back to Heritage Kitchener to provide an opportunity for the owner to submit information /comments to the Committee. She noted that the remaining 13 properties were approved for listing on the MHR. Several members expressed disappointment with Council's decision to not list the aforementioned properties on the MHR and questioned the reasons given by certain members of Council as to why they did not support the inclusion of those properties. Mr. K. Kirby agreed to forward the Committee's concerns to Councillor Gazzola, Heritage Kitchener's liaison to Council, and request that he note their concerns to the other members of Council. EXPRESSION OF APPRECIATION Mr. K. Kirby advised that this was Ms. Westerveld Cardoso's last meeting; and, on behalf of the Committee expressed appreciation for all of her hard work and service to Heritage Kitchener.
