HERITAGE GREENS LAWN BOWLING CLUB - LICENSE
AGREEMENT
RECOMMENDATION:
That the License Agreement between the City of Kitchener and the Heritage Greens Lawn
Bowling Club be renewed for a further ten (10) years; and further,
That the Mayor and Clerk be authorized to sign a licence agreement provided the same is
satisfactory to the City Solicitor.
EXECUTIVE SUMMARY:
In 1997, the City of Kitchener and the Heritage Greens Club entered intoaLicense Agreement
allowing the club to use part of Rosenburg Park for the development of lawn bowling greens and
a club house. The City of Kitchener also provided the Club with an interest free loan in the
amount of $50,000. The Agreement was renewed in 2001 with the approval of an additional
interest free-loan in the amount of $10,000.
The Club wishes to extend the Agreement for a further ten (10) years until 2019 under the
existing conditions.
BACKGROUND:

The Club repaid the entire loan as required on November 1, 2009. The Club is not seeking any
further loans from the City at this time, and is not requesting any changes to the existing
License Agreement.
The City of Kitchener does not provide any direct annual operating funds or grants to the
Heritage Green Lawn Bowling Club.
REPORT:
The Heritage Greens Lawn Bowling Club membership consists of 145 lawn bowlers ranging in
age from 9 to 85 years. The club offers programs for youth, adults, and people with disabilities.

In 2009, the City of Kitchener affiliated the Junior Program of the Club to enable members under
18 years of age to receive the benefits of affiliation.
The Club continues to initiate creative promotions to attract new members. This year, a program
for high school physical education students was implemented to involve that age group, and a
24 hour marathon was conducted to attract media publicity. Several members in different
categories achieved Provincial, National and International Championships.
The members enjoy a five-month season consisting of scheduled games, lessons and
tournaments. There are twelve (12) certified volunteer coaches.
The Rosenberg Greens continue to be considered one of the best facilities in Ontario as
demonstrated this summer during the 2009 Canadian Senior Bowls Triples Championships.
A strategic plan was completed and implemented in 2009. The Club has a strong core of
volunteers who maintain the facility and make improvements annually. In 2010, repairs to the
flooring and roof will be completed within their strict financial means.
FINANCIAL IMPLICATIONS:
None
CONCLUSION:
The Heritage Greens Lawn Bowling Club continues to be a viable organization that makes
significant contributions to the sport of Lawn Bowling in the City of Kitchener by providing high
quality programming and facilities. The Club is well respected nationally for their knowledge
and dedication to the ongoing development of the sport and the maintenance of the bowling
greens.
