Agenda accepted as amended ? 2.0Acceptance of December 15, 2009 Minutes Minutes accepted as circulated ? DELEGATION 3.0Communication between Downtown Advisory Committee (DAC), Economic Development Committee (EDAC) and ACAC: Silvia DiDonato ACAC, EDAC and Safe and Healthy committee were formerly represented at DAC table ? In the past, crossover appointments provided in-person reports at meetings; to save time, ? decision was made to rely on minutes instead. Not working; will go back to verbal reports. DISCUSSION ITEMS 4.0ACAC / Downtown Advisory Committee / Economic Development Committee: Shared matters of interest; effective communication As ACAC member and cross appointee to DAC, Peter Hammond reports to ACAC on DAC ? activity; Peter will now report to DAC on ACAC activities, too Joint meetings between DAC, EDAC and ACAC could be held to address issues arising ? Len Carter is a member of both EDAC and ACAC; he could provide reports. EDAC meets last ? Wednesday of each month from 11-1; Peter Hammond to be Len Carter’s substitute ACAC representative to attend EDAC when Len can’t attend ACTION: Staff to include EDAC report on future ACAC agendas. ACTION: Peter and Len will report to DAC and EDAC on ACAC’s news. 5.0ACAC membership: recruiting to fill vacancy – Len Carter, Betsy Petker Upon Betsy’s resignation ACAC will be one member short ? Staff confirmed with Clerk’s that ACAC a new applicant could be directly recruited. A report ? to Council would follow. Both have time to give to ? committee, provided resumes to staff: Betti Erb and Ann MacKenzie Len Carter recommended Brock Hart of MFX Partners. ? As per the Terms of Reference, a youth member (18-30) is required ? ACTION: Staff to find out from Clerk’s if we can advertise/recruit for a youth member (rather than invite a candidate, as we had agreed). Could advertizing be done using social networking sites? ACTION: if ACAC can advertise for youth member, then staff to draft an announcement and disseminate to committee members to circulate to mailing lists INFORMATION ITEMS 6.0Prosperity Council Update: Ingrid Pregel On a motion made by Alison Burkett, seconded by Len Carter “That City of Kitchener staff and Council, in discussions with the Enabling Organization, encourage additional arts-related municipal dollars be administered by the Enabling Organization, with an objective jury, to reduce paperwork for arts organizations. If not feasible, the fallback plan should be to administer the funding under the existing tier 1, 2, and 3 funding process, not to introduce another process.” MOTION CARRIED On a motion made by Kathleen Sheehy, seconded by Len Carter “That ACAC support the staff report ‘CSD-10-002 Prosperity Council Task Force on Creative Enterprise Funding’, and request staff to make a progress report to the Arts and Culture Advisory Committee and to Council in the Fall of 2010 regarding the progress of establishing the Enabling Organization.” MOTION CARRIED Discussion Report ‘CSD-10-002 Prosperity Council Task Force on Creative Enterprise Funding’ circulated ? to committee previously; presentation to Council was deferred to allow for ACAC to be consulted Prosperity Council (PC) of Waterloo Region wants to strengthen arts and culture in our region ? to enhance our quality of life and attract and retain a talented workforce. Task Force on Creative Enterprise established for this purpose. To this end, PC seeks $3 million annually in increased funding for the arts (to ensure sustainability): $1 from municipalities ($1 per capita) o $1 million from the private sector o $1 million from upper levels of government o PC also seeks annual financial support for the founding of an ‘Enabling Organization’ to serve ? as a one-stop shop for arts organizations and artists to access assistance with marketing; ticketing; bookkeeping; human resources; facilities management; payroll; human resources; pensions; benefits. 25% from regional government o 25% from local government (amount from Kitchener is dependant on population, o roughly $50,000 for 2010 from a capital fund, subsequently from grants budget process) 50% from other sources o No details have yet been determined, lots of unanswered questions o 2 January 2010 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES Tuesday, January 19, 2010 CITY OF KITCHENER PC now pulling together a board of directors (6 members from business sector, 6 from o arts, 6 from municipalities) ACAC concerns about Enabling Organization: that it be accessible for individual artists o and newcomers; that it not duplicate existing services; that many questions are as yet unanswered, but we are recommending for support of the funding request PC has hosted community forums, done research and consultation to assist in the creation of ? this vision; this process continues ? City of Kitchener has $267,000 remaining in an Arts and Culture Capacity Building Fund (originally allocated for Cultural Capitals of Canada bid). These funds were to be leveraged (10:1) for work with partners to enhance sustainability and capacity of the arts and culture sector. Recommendation is that for 2010, Kitchener’s contribution of $50,000 to come from this fund, then future funds for Kitchener’s annual contribution to Enabling Organization to come from grants program. That leaves $213,000 to fund Kitchener’s annual contribution to the arts sustainability funding (the $1 per capita) for approximately two years. Future annual funding for arts sustainability funding to be referred to 2012 budget process. 7.0Council Report: Kelly Galloway Council set budget on January 18, 2010. Includes a 2.9 % tax increase. ? Children’s museum is seeking $300,000 in funding ? Council approved McLennan park public art by Gerry Houghton ? Public meeting about McLennan park on February 3 from 6-8 ? 8.0Public Art Working Group (PAWG) Report: Alison Burkett In preparation of a public art master plan, a survey is running from January 25 – February 12, ? 2010 to gather feedback on preferred locations and themes for public art ACTION: ACAC members invited to participate in survey at www.kitchener.ca/publicartsurvey Staff drafted guidelines for public art projections on cube ? Staff launching a student video competition for projection on the cube ? Artist in Residence Stefan Rose to give a talk on large format Canadian photographers ? (Sunday, February 21, 2 pm). Currently a fence encloses speaker’s corner public artwork for reasons of safety.
