HomeMy WebLinkAboutFIN-10-019 - T09-014 - Containerized & Manual Collection of Waste etcl REPORT REPORT TO: Mayor Carl Zehr & Members of Council DATE OF MEETING: 2010-02-22 SUBMITTED BY: Larry Gordon, Director of Supply Services PREPARED BY: Larry Gordon, Director of Supply Services (2214) WARD(S) INVOLVED: N/A DATE OF REPORT: 2010-02-16 REPORT NO: FIN 10-019 SUBJECT: T09-014 -Containerized and Manual Collection of Waste, Cardboard, and Organic Materials From Various City Locations, Facilities and Sites RECOMMENDATION: That tender T09-014, Containerized and Manual Collection of Waste, Cardboard and Organic Materials From Various City Locations, Facilities and Sites, be awarded as follows: Roll Off, Compactor, and Front Load Containers, to Waste Services (CA) Inc., Kitchener at their tendered price of $103,248.57, including G.S.T. of $4,916.60 Recycling Containers, to Wasteco, Division of Southern Sanitation Inc., Guelph at their tendered price of $5,268.90, including G.S.T. of $250.90 Molok and Barrel Containers, to Waste Management of Canada, Waterloo at their tendered price of $117,217.42, including G.S.T. of $5,581.78 Awards include the option to renew for up to four (4) additional one-year terms, subject to mutual agreement. BACKGROUND: The City requires the on-going pick up and hauling of waste, cardboard, and organic materials to appropriate landfill sites. This service is performed by licensed waste removal companies, moving the materials collected to the appropriate landfill and recycling facilities. 1 ii) 1 REPORT: The tender was advertised publicly in The Record, on the City of Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering Information System. Seven (7) potential bidders downloaded tender documents, and by the closing date of Thursday December 10th, 2009, three (3) tenders had been received. The following tenders were received: Waste Services (CA) Inc. Kitchener, ON. $103,248.57 Waste Management of Canada Corp. Waterloo, ON. $347,142.98 Wasteco, Division of Southern Sanitation Inc. Guelph, ON. $369,731.44 The tenders received from Waste Services and Waste Management were partial bids as they were unable to bid on all requirements. The tenders were reviewed by G. Hummel, Manager of Park Planning, Development & Operations, E. Lake, Supervisor, Sanitation & Winter Maintenance, T. Potworka, Operations Supervisor, and D. Mitchell, Supervisor, Custodial Services, who concur with the above recommendation. FINANCIAL IMPLICATIONS: Funding will be provided from various operating accounts. * Landfill processing fees of $68. per tonne are in addition to the tendered amounts.
