SUBJECT: T09-111-Kingsdale Community Centre Construction
RECOMMENDATION:
That tender T09-111, Kingsdale Community Centre Construction, be awarded to Nith Valley
Construction (2008) Ltd., New Hamburg, Ontario at their tendered price of $3,256,211., plus an
additional cost for RTU-1 and RTU-2 energy recovery systems at a cost of $49,311., for a total
of $3,305,522., plus G.S.T. of $165,276.10 for a total of $3,470,798.10, and further that the
Mayor and City Clerk be authorized to execute a contract satisfactory to the City Solicitor.
BACKGROUND:
The Kingsdale Community Centre (KCC) opened in 2001 out of one portable building in Wilson
Park. The facility was expanded in 2006 with the addition of a large portable as a temporary
solution to meeting growing demands. The larger facility, at 5,900 SF, subsequently attracted
an increase in programming. As a result, this temporary building remained too small to meet
local needs. A Business Case to relocate the KCC to the Patrick J. Doherty Arena was
approved by Council October 22, 2007.
REPORT:
Tenders were requested from six (6) prequalified contractors and by the closing date of
Thursday January 14th, 2010, three (3) tenders had been received.

The tenders were reviewed by M. Hildebrand, Director Community Programs & Services, M.
Petricevic, Manager Projects/Energy Management, P. Forrest, Project Manager and S. Gazzola,
The Walter Fedy Partnership, the City's Consultant for the project, who concur with the above
recommendation.

Funding will be provided from Internal Orders 52000003 and 199 - Kingsdale Community Centre
Financial Report is attached.
** The project is currently underfunded by $456,522. Funding solution for over-expenditure is
coming forward in report CSD-10-010 on February 22, 2010.
