BACKGROUND: Transportation Planning has received a request to review the existing on-street parking regulations on Grulke Street between Kinzie Avenue and Fairway Road North. The request cited potential vehicle/pedestrian conflicts attributable to parked vehicles along both sides of Grulke Street and suggested the removal of the on-street parking on the north side and implementing a "No Parking Anytime" regulation. REPORT: Currently, on-street parking is permitted on both sides of Grulke Street between Fairway Road North and Kinzie Avenue for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138 Accordingly, Transportation Planning has notified the residents of Grulke Street between Fairway Road North and Kinzie Avenue of the proposed "No Parking Anytime" restriction for their roadway. The residents were also informed that the removal of the existing on-street parking on the north side of Grulke Street will result in a wider effective roadway width, which could result in increased vehicle speeds. i-i In order to take a proactive approach to improving public safety and addressing concerns that were raised, Transportation Planning delivered surveys to the affected residents on Grulke Street between Kinzie Avenue and Fairway Road North, requesting their opinion regarding a proposal to implement a "No Parking Anytime" restriction on the north side. The survey results are as follows: Surveys delivered: 118 In favour of implementing a "No Parking Anytime" restriction on Grulke Street between Kinzie Avenue 28 (53% of responses) and Fairway Road North Opposed to implementing a "No Parking Anytime" restriction on Grulke Street between Kinzie Avenue 25 (47% of responses) and Fairway Road North TOTAL 53 (118 surveyed = 45% responded) As indicated above, twenty-eight (28) out of fifty-three (53) respondents, or 53%, are in favour of the proposal of implementing a "No Parking Anytime" restriction on Grulke Street between Kinzie Avenue and Fairway Road North. FINANCIAL IMPLICATIONS: The approximate cost for sign installations for the roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: Residents along Grulke Street between Kinzie Avenue and Fairway Road North were surveyed in October 2009 regarding the proposed parking changes and their responses have been incorporated into this report.
