SUBJECT: SPADINA AVENUE SCHOOL BUS LOADING ZONE
RECOMMENDATION:
That a School Bus Loading Zone be established on Spading Avenue West from a point 63
metres west of Patricia Avenue to a point 13 metres west thereof; and further,
That the Uniform Traffic Bylaw be amended accordingly.
BACKGROUND:
Transportation Planning is in receipt of a request to from the Student Transportation Services of
Waterloo Region, which provides school bus transportation for the Waterloo District School
Board, to establish a school bus loading zone on Spadina Avenue west of Patricia Avenue to
accommodate one school bus serving J.F. Carmichael Public School. J.F. Carmichael Public
School is an elementary school located at 80 Patricia Avenue.
REPORT:
In an effort to allow for safe and efficient loading of students from the one school bus that serves
J.F. Carmichael Public School and mitigate the impact this activity has on other vehicular and
pedestrian traffic in the area, the location where school bus operates has been moved several
times over the past years. There is a direct access to the school from Spadina Avenue between
94 and 104 Spading Avenue West. There is a walkway leading to the school building from this
access point.
School busses have been using this location for a number of years to pick up/drop off
passengers but have had to use the stop arm and flashing lights, bringing traffic on the street to
a halt during this activity. The presence of a school bus loading zone, allowing the busses to
load/unload without stopping traffic, presents no safety additional concerns and allows traffic to
move more freely.
Spadina Avenue is the preferred location for this activity, in that Patricia Avenue is a main
connection for emergency vehicles to St. Mary's Hospital and should be kept clear as best as
possible at all times.

FINANCIAL IMPLICATIONS:
Sign manufacture and installation costs are $200 and will be will be drawn from the sign
installation account.
COMMUNICATIONS:
Staff at the Waterloo District School Board and Carmichael Public School will be notified when
the school bus loading zone is installed, pending the approval of this report.
