BACKGROUND: As a follow-up to Report DTS-09-145 (see attached), Staff met with directly affected property owners on October 7, 2009 and December 9, 2009 to present a range of preliminary development options for the undeveloped portions of land in the immediate area (see attached Location Map). Of the eight (8) development options presented, property owners generally preferred the option where the City offers guidance to facilitate the construction of Donley Street to Kehl Street. As a result, in an effort to encourage coordinated future infill development in this area, staff are proposing to develop a Block Plan accompanied with aCity-initiated zone change, to guide future subdivisions of land in the immediate area. REPORT: The Block Plan for the subject area will reflect the general vision and intent of the development option which was preferred by the directed affected property owners. ACity-initiated Zone Change is being proposed to limit future development on land which will be utilized for the future extension of Donley Street to Kehl Street. Staff have developed a tentative project timeline as outlined below. COMMUNICATIONS: None required at this time. CONCLUSION: Staff will present the Block Plan and City-initiated Zone Change to the Development and Technical Services Committee on June 7, 2010. BACKGROUND: After considering Report DTS-09-094, regarding potential surplus properties, at the Committee and Council meetings of June 22 and June 29 2009 Council deferred consideration of the Kehl Street property to October 5, 2009, to allow staff to dialogue with area landowners to explore options for use of the property. REPORT: Staff have prepared a preliminary list of development options for undeveloped lands in the immediate area (see attached map). A meeting with directly affected property owners is scheduled. Following that meeting it is expected that the range of alternatives will be narrowed and more detailed cost estimates and feasibility analysis will be prepared. Then a broader community engagement process may be undertaken. FINANCIAL IMPLICATIONS: None at this time. COMMUNICATIONS: None required at this time. CONCLUSION: Staff will report back as the community engagement proceeds.
