Development and Technical Services, ext 2584 WARD(S) INVOLVED: 2 DATE OF REPORT: March 1, 2010 REPORT NO.: DTS-10-060 SUBJECT: MORGAN AVENUE SANITARY SEWER - EMERGENCY RECONSTRUCTION RECOMMENDATION: That staff be authorized to use the emergency provisions of the Purchasing by-law to complete the design and reconstruction of the Morgan Avenue sanitary sewer which will permit the Department Head to expedite the procurement of design and construction services over their normal allowable limits; and, That $225,000 for the emergency reconstruction of the Morgan Avenue sewer easement be allocated from the Sandrock Trunk Sanitary Sewer project . BACKGROUND: A 300mm diameter sanitary sewer in the area of Morgan Avenue and King Street conveys significant amounts of sanitary to the sanitary sewer on King Street. CS-Operations has responded to several incidents of partial blockage of the sewer which resulted in a sanitary back-up and basement flooding of an apartment building on Morgan Avenue. To determine the cause of the pipe failure, staff proceeded to divert the flows in off-peak times in order to perform a CCTV inspection of the pipe. The results of the inspection in January, 2010 show that this section of sanitary pipe is in urgent need of repair or replacement. The pipe crosses under a railway line and there is risk of damage to the rail bed if the pipe were to fail. REPORT: The local trunk sewer between Morgan Avenue and King Street has experienced repeated failure and is in need of immediate replacement. The sewer is approximately 30m in length and is made of corrugated metal and is approximately 50 years old. Corrugated metal pipe is not è ó ï permitted in the City of Kitchener for sanitary sewers today. Efforts at the time of the incidents to determine the cause of the failure of the pipe were hampered by the large volumes of flow, the poor structural condition of the conduit and the presence of a railway line over the pipe. Subsequent investigation has shown that this section of pipe will need to be reconstructed. Staff is proposing to construct a new sewer line under the railway tracks using trenchless technologies (jack and bore) and connect it to the existing sanitary on King Street East. The existing sewer will be left in-place and decommissioned to prevent future collapse. Due to the emergency nature of the work staff are recommending that the emergency provisions of the purchasing by-law be used to expedite the procurement of design services and construction services. While not required in the emergency provisions, staff will attempt to obtain at least three quotes for the construction work. FINANCIAL IMPLICATIONS: The preliminary estimate of the cost of reconstruction is approximately $225,000 and is to be funded with Sanitary funds from a projected surplus in the Sandrock Trunk Sewer project. A potential surplus of approximately $400,000 has been identified in the Sandrock project due to favourable bids during tendering and unused provisional items. Staff are recommending that $225,000 be allocated from this account to complete the design and reconstruction of the Morgan Avenue sewer. Any remaining surplus after the work is complete would be returned to the Sanitary Utility.
