Grant Murphy, P.Eng., Director of Engineering Services Prepared By: Binu J Korah, P.Eng., Manager of Development Engineering Ward(s) Involved: Ward 4 Date of Report: February 24, 2010 Report No.: DTS10-058 Subject: CLASS ENVIRONMENTAL ASSESSMENT STUDY, DETAILED DESIGN AND CONTRACT ADMINISTRATION FOR HURON ROAD IMPROVEMENTS FROM STRASBURG ROAD TO FISCHER HALLMAN ROAD -CONSULTANT PURCHASE ORDER EXTENSION RECOMMENDATION: THAT the scope of work for MTE Consulting Inc. be extended for the amount of $295,808.25 (plus applicable taxes) to complete the Class Environmental Assessment Study, Detailed Design, Contract Administration and Inspection Services for the Huron Road Improvements from Strasburg Road to Fischer Hallman Road. BACKGROUND: In May 2008, the City retained MTE Consultants Inc to complete a Schedule "C" Class Environmental Assessment (EA); along with the preliminary and detailed design; and contract administration and inspection services for Huron Road Improvements from Strasburg Road to Fischer-Hallman Road. During the Class EA process it was understood that there were many technical aspects that would have to be resolved as part of the project. The EA was completed in early 2010 and on March 8, 2010, the Development and Technical Services Committee considered the Environmental Study Report for Huron Road Improvements (DTS report 10-055). REPORT: Huron Road between Strasburg Road and Fischer-Hallman Road is currently in poor condition within this corridor. In May 2008, the Class EA was initiated for Huron Road to address safety concerns and traffic flow constraints. As the project progressed there were a number of challenges that arose and were addressed by the project team. The project would ultimately require significant interaction and coordination with a variety of stakeholders since there are number of properties that are impacted. The project experienced significant changes in scope in during the Class EA and preliminary design phases while it is expected that additional work will be necessary in the final design and tendering phases in order to address the following issues: 7-1 Class EA and Preliminary Design a) Additional time was required to search for the information and to rectify the right of way boundaries to determine an accurate picture of the existing property ownership. b) There was a need to revise the traffic capacity information to address lane requirements and intersection configurations based on various theoretical situations. c) A number of preliminary roundabout designs were undertaken for completing the EA and setting the direction for final design which included multiple iterations of design concepts. d) There was a need to complete a detailed noise impact study based on the revised traffic study and public concerns to identify the noise wall requirements and locations within this corridor. e) Additional public/stakeholder/agency meetings were conducted to resolve various concerns. Final Design & Tendering a) In accordance with the Stage 1 Archaeological Investigation report recommendations, during the detailed design City have to complete the Stage 2 Assessment. b) Final design details for roundabouts at the intersections of Huron Road and Strasburg Road and at Huron Road and Woodbine Avenue require significant additional effort including completing capacity and safety analysis and specific construction specifications. c) The roundabout design at Huron Road and Strasburg Road intersection will have a great impact on the surrounding lands and will require negotiation and property acquisition to address their concerns. d) Noise walls are required along the rear yards of the existing properties on Huron Road and as such a suitable noise wall design must be developed. The installation will require the review and approval of shop drawings for the pre-fabricated noise wall panels to ensure that the wall design is properly integrated with the final grading design. e) The Region of Waterloo has recently confirmed that in order to accommodate the future developments and maintain the pressure zones, a portion of watermain needs to be designed and constructed as part of this project. fl Several properties were impacted due to this project and as part of the detailed design, a detailed property acquisition plan will be developed to complete the property appraisal. These plans to be used as the basis for preparing and depositing formal reference plans once the negotiations with the various property owners are finalized. g) To accommodate the proposed roundabout at Strasburg Road, it is expected that the existing site/parking configuration and the existing infiltration gallery Hyco-Metals property will be re-designed and re-constructed. h) In accordance with preliminary hydrogeological Investigation report recommendations, during the detailed design City have to secure the MOE permit to take water for the creek crossing. FINANCIAL IMPLICATIONS: This project was identified in the 2004 and 2009 Development Charge Background Studies. Funding for this additional scope of work will be available in the Capital Project Work Order # 232 (previously called as Index Code 861232). 7-2 COMMUNICATIONS: none CONCLUSION: The Huron Road is currently in a poor condition from Strasburg Road to Fischer-Hallman Road and requires an immediate upgrade to address the safety concerns. Further, the road improvements have to be completed in a timely manner to support the developments within this area. Staff recommend that the extension of the purchase order and the additional scope of work for consulting services to MTE Consulting Inc. for the amount of $295,808.25 plus applicable taxes be approved to complete the Schedule "C" Class Environmental Assessment (EA); along with the preliminary and detailed design, and contract administration and inspection services for the Huron Road improvements from Strasburg Road to Fischer-Hallman Road.
