SUBJECT: KITCHENER TRANSPORTATION MASTER PLAN -
COUNCILAPPOINTEE
RECOMMENDATIONS:
That Councillor be appointed to participate in the Kitchener
Transportation Master Plan Steering Committee.
BACKGROUND:
The City of Kitchener is requesting proposals from qualified consultants to provide consulting
services for the development of a city wide Transportation Master Plan (TMP). The TMP will
define policy and direction for future transportation projects and planned growth. It will serve as
a component of the new City Official Plan, which is scheduled for completion in June 2011.
REPORT:
The purpose of the Transportation Master Plan will be to define and prioritize a transportation
network that is supportive of all modes of travel, thereby reducing dependency on single
occupant vehicle trips. Options will be developed for improved walking, cycling and transit,
while maintaining and improving the efficiency of trips related to the movement of people and
goods. This will be accomplished in conjunction with Regional initiatives that supports
intensification efforts in a sustainable manner.
This will be the City's first Transportation Master Plan and will lay the framework for programs
and initiatives to 2031. It will form part of the new Official Plan scheduled for June 2011 and will
be updated every five years in conjunction with Official Plan updates.
This study is expected to last approximately one year starting in April 2010.

Due to the complexity and long term implications of the TMP, it will be beneficial to have a
Member of Council sit on the Steering Committee in order to provide input and direction as we
proceed.
FINANCIAL IMPLICATIONS:
Funding forthe Transportation Master Plan has been included in the Development Charge
Bylaw.
