SUBJECT: T10-010 -Anti Scald Mixing Valves
RECOMMENDATION:
That tender T10-010, Anti Scald Mixing Valves, be awarded to Desco Plumbing and Heating
Supply, Kitchener at their tendered price of $241,500.00, plus G.S.T. of $12,075.00 for a total
estimated annual value of $253,575.00 plus P.S.T., for a one (1) year period with an option to
renew for two (2) additional twelve (12) month terms, subject mutual agreement.
BACKGROUND:
Anti-scald mixing valves have been provincially legislated to control the temperature output of
water heaters.
REPORT:
Tenders were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Eight (8)
potential bidders picked up tender documents, and by the closing date of Thursday February 11,
2010, eight (8) tenders had been received.
Tender #1 received from Marks Supply contained a mathematical error which has been
corrected.
The cost of the anti scald mixing valves is recovered as they are sold and installed with the
supply of hot water heaters.

The tenders were reviewed by B. Nash, Manager of Customer Service and S. Rudak, Buyer,
who concur with the above recommendation.
FINANCIAL IMPLICATIONS:
Funding to be provided through operating account 5018495, Rental Water Heater Anti Scald
The valves will be placed in an inventory holding account and charged out as issued to Utilities.
The price has remained unchanged from the 2007 tender.
