SUBJECT: T10-003 -Extension of Wabanaki Drive (Goodrich Drive to Wilson
Avenue) Road Construction
RECOMMENDATION:
That tender T10-003, Extension Wabanaki Drive (Goodrich Drive to Wilson Avenue) Road
Construction, be awarded to Regional Sewer and Watermain LTD., Cambridge at their tendered
price of $3,128,380.62, including provisional items and contingencies of $293,338.00, plus
G.S.T. of $156,419.03 for a total of $3,284,799.65 and further that the Mayor and City Clerk be
authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
The City of Kitchener is responsible for the management and construction of Wabanaki Drive.
The City completed the first phase of the construction of Wabanaki Drive extension from
Goodrich Drive to Fairway Road South in November 2002. In accordance with the
Environmental Study report and 2004 & 2009 Development Charge Background studies
recommend that the Wabanaki Drive be extended from Wilson Avenue to Goodrich Drive.
Therefore, it must be ensured that the required road extension must be completed in a timely
manner to accommodate developments within this area.
REPORT:
Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Fourteen (14) potential bidders picked up tender documents, and by the

closing date of Thursday March 4th, 2010, six (6) tenders had been received. Two tenders
contained arithmetical errors which have been corrected.
The tenders were reviewed by S. Mitchell, The Walter Fedy Partnership, the City's Consultants
for the project, and S. Daniel, Design and Construction Project Manager, who concur with the
above recommendation.

* Projected construction costs include hydro utility work and sidewalk works. Surplus funds can
be returned to DC Reserve Fund.
The 2009 capital budget included funding from the revenue fund of $1,545,202. The 2009
development charges background study suggested the full cost could be recovered from
development charges therefore, the $1,545,202 will be returned to the revenue fund in 2010.
