SUBJECT: T10-017- Park Street (Stewart Street to Allen Street W.), Gildner
Street (Eden Avenue to Park Street), Wood Street (Eden Avenue to
Park Street) Reconstruction
RECOMMENDATION:
That tender T10-017, Park Street (Stewart Street to Allen Street W.), Gildner Street (Eden
Avenue to Park Street), Wood Street (Eden Avenue to Park Street) Reconstruction, be awarded
to J. Weber Contracting Limited, Breslau at their corrected tendered price of $6,536,245.60,
including provisional items of $524,100.00, plus G.S.T. of $282,785.52, plus H.S.T of
$114,469.59 for a total of $6,933,500.71 and further that the Mayor and City Clerk be authorized
to execute an agreement satisfactory to the City Solicitor.
BACKGROUND:
The infrastructure for the Park/Gildner/Wood Reconstruction project has generally reached the
end of its useful life and requires full replacement. This reconstruction project includes full
reconstruction for Park Street from Stewart Street to Allen Street W. and Gildner Street from
Eden Ave. to Park Street. Selective infrastructure replacement is being completed on Wood
Street from Eden Avenue to Park Street. The total road length for all 3 sections is approximately
2700m of which 300m on Park Street is being completed for the City of Waterloo under the
Kitchener-Waterloo joint services initiative.
This is a two year project. The construction of this project for most of the section will be carried
this year and only Park Street from Union Street to Allen Street will be constructed in 2011.
All underground services (except Wood Street) to the property line will be replaced along
with new roadway, curb and gutter, and sidewalks. For Wood Street only Sanitary sewer
including services will be replaced.

2010 construction is tentatively planned to start April 6th and last until mid October.
REPORT:
Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Ten (10) potential bidders picked up tender documents, and by the closing
date of Thursday March 11th, 2010, three (3) tenders had been received.
The tenders were reviewed by K. Kobbe, IBI Group, the City's Consultants for the project, and
M. Memon, Design and Construction Project Manager, who concur with the above
recommendation.

Funding will be provided from Internal Orders - 6995, 52000235 to 52000238 & 7368,
52000243 to 52000246

*A projected shortfall of $273,582. will be funded from Uncommitted (59500194) which provides
a contingency for projects funded by Sanitary Sewer (46%), Waterworks (31 %) and Capital out
of Current (23%)
