HomeMy WebLinkAboutFIN-10-053 - E09-104 - Consultant Serv - Strasburg Rd Ext:l • REPORT TO: Mayor Carl Zehr & Members of Council DATE OF MEETING: 2010-03-22 SUBMITTED BY: Larry Gordon, Director of Supply Services PREPARED BY: Larry Gordon, Director of Supply Services (2214) WARD(S) INVOLVED: 4 DATE OF REPORT: 2010-03-17 REPORT NO: FIN 10-053 SUBJECT: E09-104 -Consultant Services -Strasburg Road Extension (Rush Meadow Street to New Dundee Road) RECOMMENDATION: That Expression of Interest E09-104, Consultant Services -Strasburg Road Extension (Rush Meadow Street to New Dundee Road), be awarded to SNC-Lavalin INC., Toronto, Ontario at their estimated fee of $2,321,991.44, including a contingency of $211,090.14 plus G.S.T. of 8,920.46, H.S.T. of 278,665.70 for a total of $2,609,577.60 based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND: The City of Kitchener is responsible for the management and construction of Strasburg Road Extension from Rush Meadow Street to New Dundee Road. In accordance with the 2004 & 2009 Development Charge Background studies recommend that the Strasburg Road be extended from Rush Meadow Drive to New Dundee Road. Therefore, it must be ensured that the required road extension must be completed in a timely manner to accommodate developments within this area. Further, the City of Kitchener requires Consulting Engineering Services to complete planning and design requirements for the extension of Strasburg Road from Rush Meadow Street to New Dundee Road. This project has been divided into two parts: PART A: Schedule "C" Municipal Class Environmental Assessment (EA) for Strasburg Road from 500m North of Stauffer Drive to New Dundee Road and; 1 ii) - 1 PART B: Detailed Design and Contract Administration for Strasburg Road from Rush Meadow Street to Robert Ferrie Drive REPORT: In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of G. Murphy, Director of Engineering, B. Korah, Manager of Development Engineering L. Gordon, Director of Supply Services. Expressions of Interest were advertised in The Record, on The City of Kitchener Home Page and on the Internet through the Ontario Public Buyers Association Electronic Tendering Information System relative to this project. Documents were downloaded by sixteen (16) interested parties, and by the closing date of Thursday January 7th, 2010, eight (8) responses had been received. The Review Committee met on Tuesday February 4th, 2010 to review the submissions and a shortlist, of four candidates was selected for interviews. The Committee met on Friday February 26th, 2010 to interview the shortlisted candidates. Year to date Budget numbers include 2010 approved capital budget amounts plus Projected revenues includes funding form 2011 to 2020, in accordance with the Development Charges Background Study. Approximately $8.9 million of funding is expected in 2020.
