REPORT TO: Community & Infrastructure Services Committee <br />DATE OF MEETING: October 21, 2019 <br />SUBMITTED BY: Barry Cronkite, Director Transportation Services, <br />519-741-2200 ext. 7738 <br />PREPARED BY: Darren Kropf, Active Transportation Planning Project Manager, <br />519-741-2200 ext. 7314 <br />WARD (S) INVOLVED: All <br />DATE OF REPORT:October 10, 2019 <br />REPORT NO.: DSD-19-235 <br />SUBJECT: Complete Streets <br />___________________________________________________________________________ <br />RECOMMENDATION: <br />That the City of Kitchener’s Complete Streets guidelines, attached as Appendix A, be <br />approved and applied to the design of future street reconstruction projects; <br />That the Complete Streets scorecard, included in Appendix A, be incorporated into street <br />reconstruction project planning and reporting; <br />That city staff be directed to update the city’s Development Manual to incorporate the <br />Complete Streets vision, goals, principles and street designs into new developments; and <br />That staff be directed to report back to City Council onprogress in 2024. <br />EXECUTIVE SUMMARY: <br />A Complete Streetis designed in a manner thatconsiders the needs of people of all ages and <br />abilities, and considers allmodes of transportation. A street can be defined as“complete” <br />when it is safe, comfortableand convenientfor all users, including pedestrians, cyclists, transit <br />ridersand motorists. Complete streets also contribute to sustainability, health and social <br />priorities, and enhancestreetscapes, leading to streets that becomeplaces to enjoyrather <br />than places to move through quickly. <br />The City of Kitchener’s newComplete Streets guidelines shouldbe used to guide all roadway <br />projects in Kitchener. Most common applications include the design of new streetsthrough land <br />development processes,roadway reconstruction projects, or streetretrofits. <br />The vision for Kitchener’s Complete Streets approach is: <br />“Every street in Kitchener is safe, comfortable and convenient for all.” <br />*** This information is available in accessible formats upon request. *** <br />Please call 519-741-2345 or TTY 1-866-969-9994 for assistance. <br />2 - 1 <br />
